The Business Development Manager focuses on research, development, presentation, delivery, and management of community outreach programs and activities & marketing strategies to support the Medicaid business and drive membership growth. The Manager partners with internal and external strategic partners to achieve assigned sales targets and translates market strategies into specific tactics with measurable goals. Primary Responsibilities
Develop, maintain, and grow productive relationships with key local entities and stakeholder groups to address community health issues within the Medicaid population. Provide guidance to the Sales and Marketing Director on the development of market engagement initiatives with local and state agencies, community-based organizations, faith-based organizations, provider groups, associations, and other opinion leaders. Lead in-market implementation of all market engagement initiatives and events. Engage market organizations and groups to achieve greater collective impact of UnitedHealthcare’s mission and efforts to develop and support community health partnerships. Support the design and implementation of pilot projects and investments that support innovative programming and align with the state’s priority areas. Ensure compliance with state and municipal laws, rules, and guidelines for marketing and outreach. Develop strategies and tactical plans to support consumer/member innovation and gain strategic insight into the needs, expectations, and concerns of members. Recommend funding for market engagement efforts, special projects, and manage the end‑to‑end grant process for the local grantee. Collaborate with internal staff by facilitating the planning and hosting of events with targeted stakeholders. Represent UnitedHealthcare at association meetings, conferences, forums, coalition meetings, workgroups, and steering committees. Establish appropriate collaboration meetings on strategies that align business segments and promote unified messaging and approaches to serving the community. Responsible for market engagement, community outreach, and marketing within the state that differentiates UHC from competitors ensuring a successful RFP submission. Maintain relevant work and critical documents on SharePoint sites, including regular reporting of activities. Demonstrated Skills
Ability to work independently and communicate effectively. Proven ability to build relationships cross‑functionally and lead toward common goals. Ability to lead business initiatives to a successful outcome. Exceptional written, verbal, analytical, organizational, problem‑solving, and presentation skills. Proven ability to work autonomously and demonstrate initiative. Proven ability to think strategically. Objective, collaborative approach. Ability to adapt in a dynamic and high‑growth environment. Required Qualifications
Health and accident producer license or ability to obtain it in 60 days. 2+ years of Medicaid and/or Medicare sales experience. 2+ years of community outreach experience developing and organizing marketing or community outreach events. Ability to travel locally 50% of the time in Boston, MA. Valid driver’s license, good driving history, reliable transportation, and current automobile insurance. Ability to work nights and/or weekends for events. Preferred Qualifications
Project management experience to include budget management. Experience managing employees to drive results. Experience developing marketing/community outreach strategies and tactical plans. Established professional relationships with community‑based organizations (CBOs), faith‑based organizations (FBOs), providers, and local Department of Health and Human Services. Bilingual English/Spanish. All employees working remotely will be required to adhere to UnitedHealth Group’s Telecommuter Policy. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. The salary for this role will range from $89,900 to $160,600 annually based on full‑time employment.
