TVC - Manager of Veterans Learning (Program Specialist V) The Texas Veterans Commission’s Veteran Mental Health Department seeks a highly experienced professional to lead statewide training and educational initiatives that enhance the mental health and well‑being of veterans, service members, and their families. The Manager of Veterans Learning will develop, implement, and evaluate training programs, collaborate with state agencies, community partners, and veteran‑serving organizations, and promote awareness and improvement of behavioral health services for veterans across Texas.

Essential Duties and Responsibilities

Plan, develop, review, revise, and implement training programs focused on military related traumas, evidence‑based practices, military cultural competency, and military‑informed care.

Lead or co‑facilitate in‑person and virtual training sessions.

Determine continuing education requirements for program participants.

Design and review course and instructor evaluations to enhance training effectiveness.

Identify and engage community provider networks serving veterans to synchronize locally accessible services for Service Members, Veterans, and their Families (SMVF).

Engage with community‑based clinicians/providers to improve access to mental health services for SMVF.

Produce reports on therapists providing SMVF services within rural Texas communities.

Represent the Texas Veterans Commission and the Veteran Mental Health Department at conferences, business meetings, and panel discussions.

Qualifications

Minimum of a Bachelor’s degree in Psychology, Social Work, Education, Public Health, or a related field (college transcripts required before interview).

Minimum of five (5) years of experience in program coordination, adult education, or training development, preferably in mental health and/or veteran services.

Valid Texas Driver’s License required within 90 days of hire.

Honorable discharge as a veteran strongly preferred.

Master’s degree in a related field is preferred.

Licensure or eligibility for licensure in Texas as an LPC, LCSW, LMFT, or psychologist is preferred.

Knowledge, Skills, and Abilities

Deep knowledge of evidence‑based practices in behavioral health, trauma‑informed care, and suicide prevention.

Comprehensive understanding of military and veteran culture and the unique mental health challenges faced by service members and veterans.

Demonstrated cultural competence and sensitivity when engaging with veteran and military populations.

Knowledge of community engagement and partnership development strategies.

Proficiency in facilitating engaging in‑person and virtual learning experiences using adult education techniques.

Ability to manage multiple priorities in a fast‑paced, statewide environment.

Ability to develop and maintain strong working relationships with internal and external stakeholders.

Ability to work independently with minimal supervision.

Excellent communication skills with people of diverse backgrounds and all levels of authority.

Physical Conditions Normal office work environment. The role may involve walking, standing, and remaining stationary for extended periods, as well as pulling and pushing objects up to 30 pounds. The work includes extensive telephone usage and repetitive hand, wrist, and finger motions while using the computer.
