Division: Abandoned Mine Lands Program; Planning.

Office location: 1000 Technology Drive Suite 3220, Fairmont, WV 26554.

Responsibilities

Develop and confirm AML problems such as subsidence, uncontrolled mine drainage, landslides, unstable refuse piles, burning refuse piles, open mine portals, gases from underground burning, vertical openings, drainage from collapsed mine entries, hazardous abandoned mine equipment, dangerous highwalls, clogged streams, and polluted water sources. Record problem area data sheets in AMLIS and prioritize based on human life, health, and safety.

Apply program planning techniques to select and develop AML projects from problem areas in the AML inventory system and other sources.

Develop projects including AML eligibility, scope of work, tentative reclamation plan, and cost estimates.

Develop and present environmental assessments for each project and propose solutions to problems uncovered by data collection.

Present findings and explain proposed projects to state and local officials and the general public.

Use GPS equipment and GIS software to generate digital maps and files of the location, size, and physical features of the abandoned site, water‑quality sampling, monitoring, and data management.

Enter field and planning information into OSM AMLIS to prepare accurate cost estimates for site reclamation.

Perform other duties as required or assigned.

Expectations

Ability to walk long distances in adverse weather over steep rugged terrain and lift and carry equipment for considerable distances.

Valid driver’s license and ability to drive over rugged terrain in adverse weather.

Working knowledge of Microsoft Office Suite, strong writing skills, map reading, ARCGIS/GPS equipment, and solo exploring.

Qualifications Minimum Qualifications:

Training: Bachelor’s degree from an accredited college or university.

Substitution: Full‑time or equivalent part‑time paid technical or paraprofessional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources may be substituted for the required training at a rate of one year of experience for every thirty semester hours of training.
