The Idaho Department of Lands (IDL) is seeking a full‑time Lands Section Manager – Business position. This position will be located at our Coeur d’Alene Bureau Office in Coeur d'Alene, Idaho. Applications will be accepted through 4:59 PM MST on the posting end date.
Responsibilities
Maintains statewide oversight and responsibility of IDL's Business program including contracts, policies, procedures, guides, and protocols, and management of business program expectations and personnel performance, including oversight of auditing and reconciliation practices of an average of $35 million dollars in fire costs.
Manages IDL's Fire Business System, including development, maintenance, and implementation of plans, policies, guides, and communication procedures (the Golds Fire Business System is currently being upgraded to interface with LUMA).
Serves as the primary point of contact for USFS Regional Business Officers (Regions I and IV) and the BLM State Aviation Officer regarding interagency business practices coordination and applicability.
Serves as the primary point of contact the Western States Business Managers Committee, representing Idaho regarding interagency business practices coordination and applicability.
Oversees the development and maintenance of IDL Fire Business Policies and procedures, National Wildfire Coordinating Group (NWCG) requirements, and IDL's Incident Business Operating Guide.
Oversees the development and implementation of training of IDL Fire Business Policies and procedures and oversees the implementation of policies in matters of state‑to‑state agreements and federal agreements.
Represents the State of Idaho Department of Lands at Regional and National conferences and trainings.
Oversees and maintains the overall IDL Fire Program Budget, advising the Bureau Chief of ongoing budget needs and balance updates.
Minimum Qualifications Experience with management practices; budget development and monitoring; researching, writing, and implementing policies and procedures; compiling, organizing, and analyzing technical or programmatic information; defining alternatives and preparing recommendations for senior management, administrators, or governing boards.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long‑term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue‑generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
