Project Manager – Engineering Department
Location: Town Hall Clayton, NC (Johnston County)
Salary Grade: SG 410, Range: $77,566.00 – $104,715.00 (may vary by experience)
Job Overview The Project Manager provides engineering and administrative support for capital projects, overseeing design, development, and coordination for the Town of Clayton. Projects include transportation, parks and recreation, and facilities.
Responsibilities
Perform construction management, project management, and contract administration.
Prepare monthly activity reports, budget reports, work plans, and construction reports.
Assist the Engineering Director with cost and resource estimates; prepare purchase orders, bid documents, contract specifications, and documents.
Coordinate with other departments on construction projects.
Compile quantities and prepare payment applications; track project costs.
Manage planning, coordination, and implementation of Town projects, including Capital Improvement Projects.
Assist the Finance Department to ensure federally funded projects comply and compile reimbursement requests.
Negotiate easement agreements with property owners.
Monitor performance of outside contractors; make adjustments, oversee construction inspection in accordance with approved plans.
Interpret construction plans and specifications to ensure accurate work.
Provide guidance and technical assistance to the Engineering Director and other department heads.
Attend Town Council meetings to secure funding, provide project updates, or present bid proposals.
Prioritize work projects and request resources as necessary.
Manage projects to ensure they are on‑time and on‑budget.
Assist with enforcement of Town policies and safety standards.
Perform basic design of Town projects.
Conduct small‑scale topographical surveys.
Perform other duties as assigned.
Apply knowledge of construction methods, project management principles, contract administration, financial management, and public‑sector operations.
Employ skills in communication, organization, problem‑solving, adaptability, stakeholder expectations, independent and collaborative work, and technical document interpretation.
Qualifications
Bachelor’s degree in Civil Engineering Technology, Construction Management, or related field (required).
Professional Engineering or Engineering Intern Certification preferred.
Certifications such as PMP, DBIA, CMIT/CACM/CCM preferred.
Minimum of two years municipal engineering experience or equivalent commercial building, transportation, or public utility project experience.
Knowledge of construction methods and materials, project management principles, contract administration, financial management, and public‑sector operations.
Strong communication, organization, problem‑solving, adaptability, stakeholder management, independent and collaborative work, and technical document interpretation skills.
