Reporting to the Deputy Chief People Officer, the
Director of Labor & Employee Relations
focuses on employee and labor relations functions, policy development, union negotiations, contract administration, regulatory investigations, grievances, mediation, and litigation support. The role requires multitasking in a fast-paced environment, a proactive mindset, and a deep understanding of federal, NY state, and city labor laws and codes of conduct. The ideal candidate can evaluate complex employee relations issues with sensitivity, analytical thinking, and programmatic focus, recommending corrective actions and utilizing data for trend analysis and reporting. KEY ESSENTIAL FUNCTIONS: Manage negotiations and agreements with unions and employees, including collective bargaining. Handle all union relations, including contract negotiations, grievances, mediations, and litigations with DC 37. Interpret grievance procedures, assist management on labor matters, and act as Hearing Officer for grievance hearings. Oversee employee relations matters, guiding on action plans and strategies. Develop disciplinary processes, investigations, suspensions, and arrest notices. Create investigation frameworks, define processes, workflows, and stakeholder roles. Conduct employee investigations, resolve disputes, and advise on employment matters like leave administration and labor law compliance. Stay updated on labor laws and ensure organizational adherence. Research labor relations trends and craft policies to improve practices. Create and deliver training on policies and procedural changes. Manage disciplinary matters for union and non-union staff, including litigations and risks. Guide managers on corrective action plans and progressive discipline. Oversee HR compliance and audits. Maintain staff data in regulatory databases and stay informed on DOL rules and contract requirements. Coordinate with unemployment services and support hearings. Build relationships with management and staff, addressing diverse employee needs. Perform other duties as assigned.
