INTERIM DEPUTY EXECUTIVE DIRECTOR (PART TIME)
Southside Behavioral Health (SBH) serves as the single point of entry into publicly funded mental health, developmental, and substance abuse services, including state hospitals and training centers, for the Town of South Boston and the Counties of Halifax, Mecklenburg and Brunswick that established it. The Interim Deputy Executive Director (DED) provides executive-level leadership and oversight for Outpatient Clinical Services and the Quality Assurance and Compliance Department within the Community Services Board (CSB).
This position ensures that all clinical programs and agency compliance functions operate in accordance with DBHDS regulations, DMAS Medicaid standards, and CSB administrative and fiscal policies. The DED supports the Executive Director in advancing system-wide accountability, regulatory adherence, and clinical excellence across the agency. The position is interim (1 year) and part-time, designed to provide organizational stability and continuity of leadership during transition and restructuring. Work hours are Part‑time (20–30 hours/week) with a flexible schedule. Hybrid position with some onsite engagement. Interim appointment (12 months), renewable at Board discretion.
Responsibilities
Provide executive oversight of Outpatient Behavioral Health Services, including therapy, psychiatric, and case management programs.
Ensure program compliance with DBHDS licensing requirements (12VAC35‑105 and 12VAC35‑111) and DMAS service manuals.
Oversee clinical productivity, documentation accuracy, and adherence to Medicaid billing rules.
Support program directors and supervisors in achieving operational efficiency and service quality.
Lead initiatives to strengthen trauma‑informed, person‑centered care practices across all outpatient programs.
Supervise the Quality Assurance and Compliance Department, ensuring systematic monitoring of agency operations, service documentation, and regulatory compliance.
Oversee internal audit schedules, incident management, and data reporting in compliance with DBHDS Office of Licensing, Human Rights (12VAC35‑115), and Risk Management standards.
Ensure the agency’s Performance Contract, STEP‑VA, and CCBHC reporting deliverables are met.
Collaborate with Finance and Program Managers to align budgets, staffing, and reimbursement with DMAS and CSB expectations.
Oversee outpatient productivity, budget utilization, and fiscal accountability.
Ensure programs adhere to fiscal standards including Uniform Guidance (2 CFR 200) and CSB fiscal policies.
Supervise clinical and compliance leadership staff, ensuring strong interdepartmental collaboration.
Ensure all supervisory and clinical documentation meets DMAS and DBHDS standards.
Collaborate with DBHDS, DMAS, VACSB, and community partners to strengthen interagency coordination and compliance reporting.
Assist the Executive Director in implementing Medicaid Redesign, STEP‑VA, and CCBHC initiatives.
Provide data and compliance reports to the Board of Directors and Executive Team.
Qualifications
Master’s degree in Social Work, Counseling, Psychology, Public Administration, or related behavioral health field.
Licensed or license‑eligible LMHP (LCSW, LPC, LMFT, or Psychologist) required.
10+ years of behavioral health or human services experience, with at least 5 years in senior leadership within a Virginia CSB.
Proficiency in DMAS, DBHDS, and CSB governance frameworks.
Experience implementing CCBHC, STEP‑VA, or Medicaid Redesign. Preferred
Knowledge of EHR systems. Preferred
Experience with federal grant compliance under 2 CFR 200. Preferred
Familiarity with CARF, Joint Commission, or DBHDS accreditation. Preferred
Strong analytical and performance improvement abilities. Preferred
Must meet all criminal background and drug screening requirements.
Valid driver’s license and safe driving record, required.
