Welfare Fraud Investigator I/II Napa County Health & Human Services Agency (HHSA) is seeking a Welfare Fraud Investigator I or II for the Self‑Sufficiency Services Division under general supervision.

Responsibilities

Conduct investigations related to suspected fraudulent receipt of aid.

Obtain and present facts and evidence to support administrative action or prosecution.

Negotiate for and secure repayment of fraudulently obtained funds.

Perform related work as required.

For Investigator II: independently perform the full scope of responsibilities including full peace‑officer powers.

Bilingual Requirement This position is bilingual Spanish and requires the ability to speak, read, and write Spanish. Applicants indicating bilingual skills must demonstrate proficiency.

Special Training Requirements

Successful completion of the Specialized Investigators’ Basic Course (SIBC) approved by the California Commission on Peace Officer Standards and Training within twelve (12) months of appointment OR possession of a valid POST Basic Certificate.

A Welfare Fraud Investigator I may not exercise peace‑officer powers without meeting the above.

Qualifications Investigators I

Pattern A:

High school diploma or GED; 2 years full‑time experience determining eligibility for public assistance or performing responsible investigative work in a law‑enforcement agency.

Pattern B:

60 semester units from an accredited college (criminal justice, criminology, police science, or related field) + 1 year of paraprofessional investigative work (or 6 additional months in place of education); may substitute education with experience.

Investigators II

Pattern A:

1 year full‑time experience as a Welfare Fraud Investigator I or equivalent within the past three (3) years.

Pattern B:

High school diploma or GED + 3 years full‑time professional investigative experience (locating, observing, interviewing suspects and witnesses, writing detailed reports, and presenting evidence).

Common Requirements

Possession of a valid California driver’s license.

For I: SIBC/POST Basic Certificate within 12 months of appointment or competence.

For II: Valid POST Basic Certificate.

Benefits and Salary

Cola increase 3.5% effective 7/1/2026.

32 hours of Winter Time Off.

Bilingual Pay for level II: $180.00 biweekly.

Annual salary ranges: I – $47.80–$57.03 per hour; II – $51.45–$61.61 per hour.
