Metropolitan Transportation Authority Description JOB TITLE: Director, Procurement SALARY RANGE: $135,000 - $150,000 HAY POINTS: 805 DEPT/DIV: Procurement SUPERVISOR: Senior Director, Procurement LOCATION: 2 Broadway HOURS OF WORK: 8:00am - 4:30pm This position is eligible for one (1) day per week of telework. Incumbents can apply for telework after thirty (30) days of employment. SUMMARY: This position reports to the Senior Director, Procurement and manages a staff of direct reports and subordinates. Responsible for providing user departments with the materials and services needed to meet business goals by directing the daily operations and activities of the procurement process including: the development of procurement strategies, client consultation, inventory management, vendor negotiation, preparation and validation of procurement documents, contract interpretation, ensuring conformance with applicable laws and policies, management reporting and market research to increase the level of competition. RESPONSIBILITIES: Manages, trains and develops personnel to effectively and efficiently carry out the functions of the unit, including procurement activity (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services) for the User departments; negotiations of change order/AWO prices; cost/price analyses performed in support of the procurement activity, as well as the promulgation of procurement policy and procedures. Responsible for ensuring post-award support for the user departments in theirmanagement of contracts, maximizing opportunities for full and open competition and liaising with vendors. Assists in the development, review and implementation of policy and procedural changesand alternate strategies regarding the procurement function based upon operational performance analysis to increase efficiency and effectiveness of available personnel. Assists in the development, implementation, and revision of procurement policy and procedures within the framework of applicable FTA, state, city and MTA regulations, statutes, andsound business practices. In coordination with the Senior Director (previously ACPO), selects, develops, and motivates personnel within the department by providing career development for subordinates, including prompt and effective coaching, performance reviews, and discipline when necessary.
KNOWLEDGE, SKILLS, AND ABILITIES: Excellent communication and interpersonal skills. Excellent organizational and presentation skills. Demonstrated ability to work with all internal levels within a given organization, including the MTA Board. Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities. Demonstrated ability to work in a high-profile, high-pressure environment effectively. Demonstrated ability to communicate effectively with key internal and/or external stakeholders. Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility. Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible. Demonstrated analytical capabilities and quantitative skills. Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE: Required: Bachelor’s degree in Business, Law, Public Administration, or a satisfactory equivalent Minimum ten (10) years of related experience. Minimum four (4) years in a managerial/supervisory position. Preferred: Master’s degree in a related field. Familiarity with the MTA’s policies and procedures. Familiarity with the MTA’s collective bargaining procedures.
