The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for residents, workers, and businesses in New York City. The Division's responsibilities include planning, street design, technical analysis, signage, transit development, freight mobility, and markings, ensuring safety for motor vehicle occupants, pedestrians, and cyclists. The Freight Mobility (FM) Unit within TPM is dedicated to advancing infrastructure projects, programs, and policies to improve the safety, efficiency, and sustainability of goods movement, ensuring residents and businesses receive necessary goods without compromising livability.

TPM seeks a highly organized, motivated candidate passionate about transforming freight transportation in one of the world's most dynamic cities to serve as a Senior Freight Analyst within its Freight Mobility Unit. Reporting to the Program Lead for Policy and Planning, the Senior Freight Analyst will work on grant-funded projects to analyze diverse freight transportation data, economic data, and market trends.

The role involves supporting planning studies to develop data-driven insights, collaborating with planners and engineers to create freight models, estimations, and scenario planning, leveraging emerging data sources like anonymized commercial GPS data. The position is critical in analyzing complex data sets to inform regional freight policy and program development. Key responsibilities include:

Conducting economic and planning research to inform policy, programs, and projects.

Analyzing and interpreting complex data sets to identify freight trends and patterns.

Developing predictive models for urban freight transportation trends and demand.

Collaborating with stakeholders to gather and analyze data.

Preparing reports, presentations, and communicating findings and recommendations effectively.

Building and maintaining relationships with industry experts, government agencies, and research organizations.

Preferred skills include experience in research and data analysis, strong analytical and quantitative skills with familiarity in statistical analysis, predictive modeling, and data visualization. Proficiency with data management systems and software such as SQL, Python, Java, R, Power BI is desirable. Excellent written and verbal communication skills are essential, especially the ability to present complex data to non-technical audiences. The candidate should be capable of working independently and in team settings within a fast-paced environment.

This position may offer remote work up to two days per week under the Remote Work Pilot Program in accordance with city policies.

Work hours are 9 am to 5 pm at 55 Water Street, New York, NY 10041.
