As a Senior Proposal Manager, the individual will lead the development, coordination, and submission of complex, high-value proposals to U.S. federal government agencies. In this role, the Senior Proposal Manager will oversee the full lifecycle of proposal management from opportunity qualification through final submission ensuring compliance with federal acquisition regulations (FAR), agency-specific requirements, and corporate standards. The Senior Proposal Manager brings a strong strategic thinking and deep experience managing multi-volume proposals in a fast-paced, deadline-driven environment.
Responsibilities:
Leads proposal efforts for large and strategic federal opportunities (e.g., IDIQs, GWACs, task orders, and competitive RFPs)
Manages the proposal lifecycle
Develops and manage proposal schedules, compliance matrices, outlines, and storyboards
Partners with managers, business development, pricing, and technical teams to develop win strategies and value propositions
Facilitates solutioning and strategy sessions to align technical and management approaches with customer needs
Leads writing, editing, and integration of proposal sections to ensure consistency, compliance, and quality
Coordinates and mentor's contributors, subject matter experts (SMEs), and volume leads
Oversees production and submission (electronic or hardcopy), ensuring compliance with all RFP instructions
Conducts compliance checks, color team reviews (Pink, Red, Gold), and quality assurance reviews
Ensures adherence to corporate branding, formatting, and style guidelines
Maintains version control and document management best practices
Contributes continuous improvement of proposal management processes, templates, and tools
Shares lessons learned and best practices across the organization
As needed, this position may create top-level technical and management win strategies (value proposition, win themes, messaging, etc.)
Performs other tasks as required by the OSC office
Required Qualifications/Education and Experience:
Bachelor’s degree in English, Business, Communications, or a related field
7 or more years of direct experience managing federal proposals, including complex prime submissions.
Proven success managing proposals or multi-volume IDIQ vehicles.
Strong understanding of the Federal Acquisition Regulation (FAR) and agency procurement processes (DoD, DHS, GSA, etc.)
Demonstrated expertise in Shipley or similar proposal methodologies
Excellent project management, leadership, writing, and editing skills
Proficiency in MS Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and collaboration tools (SharePoint, Teams, etc.)
Ability to manage multiple efforts at one time
Expertise in full cycle proposal/contract writing (RFP release, submittal and contract award)
Prior experience with Federal Government Proposal responses (RFP’s)
Excellent written communication, coordination and presentation skills
Must be able to work collaboratively with others
Ability put together content into a compliant proposal
Technical Documentation and Layout Skills are required
Ability to make sound business decisions
Ability to work under pressure and meet deadlines
Preferred Qualifications/Education and Experience.
Master's Degree English, Business, Communications, or a related field
Computer and IT Technical Writing is strongly preferred
Shipley training or Shipley certification
Project management training or certification
APMP Practitioner or Professional Certification
Possess an active security clearance
