Job Summary Working under the supervision of the Medical Director, the Program Director is a visible leader responsible for managing the Substance Abuse Department. This position coordinates and implements client educational/therapeutic activities, provides clinical and administrative supervision of SUD staff, maintains departmental policies and procedures, reviews admission activities for appropriate care levels, and designs program changes to meet community needs. The Program Director oversees daily administration of SUD clinical services, trains and develops SUD clinical staff, and partners with the CEO & Medical Director to manage key performance indicators and program evaluation while ensuring compliance with all federal, state, local, and independent regulations.

Duties

Execute established clinical outcome KPIs—including patient retention, program completion rates, direct client care, clinical outcomes, program census, attendance, and average length of stay.

Ensure SUD staff KPIs—such as counselor direct care hours—are met.

Set a standard of clinical and professional excellence, providing clear expectations and accountability for all SUD staff.

Maintain overall patient satisfaction, respond to concerns, and resolve clinical, program, and customer service issues with ethical and best‑practice solutions.

Safeguard model fidelity, promoting an evidence‑based, harm‑reduction, and recovery‑oriented approach to patient care.

Be skilled in Motivational Interviewing, Cognitive Behavioral Therapy, Trauma‑Informed Care, and Trauma‑Informed Treatment Approaches, and assist in training clinical staff in these modalities.

Provide supervision focused on performance management and clinical certification or licensure.

Complete weekly clinical supervision documents within 24 hours of supervision and submit them to clinical leadership per policy.

Ensure completion of clinical documentation—including Treatment Plans, BAMs, group, individual, discharge summaries, and all other required records.

Facilitate and document weekly staff meetings, group supervision, and case consultations as needed.

Regularly observe groups and individual sessions to ensure service delivery meets clinical standards.

Perform required chart reviews—100% of intake and discharge charts—to maintain consistency with organizational standards.

Review daily and weekly reports to ensure patient care, documentation, and other KPIs are adhered to.

Review weekly admission, discharge, and census data for the program or area of responsibility.

Coordinate onboarding and termination status of all employees with clinical leadership and Human Resources.

Manage a reduced caseload, with occasional full caseloads as program needs dictate.

Provide group coverage as needed.

Offer support and direct intervention to staff during client crises.

Partner with compliance to maintain CARF and state regulatory compliance.

Adhere to company operating policies and procedures.

Collaborate with the medical director and other leadership to improve and develop evidence‑based clinical programming.

Encourage professional growth, acting as a teacher for clinical and administrative team members.

Provide clinical training for external companies outside the assigned program focus.

Conduct marketing, outreach, and community partnership development.

Promote the organization’s image positively and professionally.

Perform other duties as assigned.

Qualifications

Master's Degree preferred (social work, human services, or behavioral health).

Active CAC‑AD license required; LCADC, LCPC, LMSW, LGPC, LCSW‑C, and SUD Approved Supervisor status in Maryland also required.

Minimum three solid years of experience in substance and behavioral health services.

Minimum five years of experience in administrative supervision and oversight.

Meet all state and regulatory requirements for clinical supervision of SUD staff in the employment state.

Experience providing group and individual counseling to individuals with substance use and co‑occurring psychiatric disorders.

Minimum one year of supervisory/leadership experience within the human services field.

Familiarity with state/federal regulations, CARF standards, and DEA regulations as applicable.

At least three years of work within the substance use disorder treatment field.

Competence in medication‑assisted treatment best practices.

Willingness to work required hours based on location.

Excellent written and oral communication skills.

Strong documentation and computer skills, including electronic medical record use.

Engagement with staff and patients that promotes accountability for clinical outcomes and metrics.

Compliance with ethical and professional standards of counselors and therapists.

Initiative and proactive leadership in critical situations; advanced problem‑solving and decision‑making skills.

Knowledge of crisis intervention, risk assessment, including suicide assessment and de‑escalation techniques.
