WELFARE MANAGEMENT SYSTEM (WMS) INSTALLER The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing innovative strategies to help families and individuals exit shelter and return to self‑sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS supports the daily, emergent, and long‑term needs of both agencies, creating and enhancing the technology infrastructure and computer applications that support HRA and DHS. ITS develops applications including client eligibility systems, case management systems, housing systems, and more.

Responsibilities

Perform site surveys at HRA/DHS locations to determine current WMS equipment capabilities and assess needs for additional equipment or functionality based on program requests.

Create installation packages detailing network and system requirements, itemizing PCs to access WMS, WMS printers, and associated items to generate mainframe host prints.

Utilize the TS01B Legacy terminal and terminal emulation support documentation to create installation packages for NYS submission.

Coordinate and track NYS, NYC HRA, and NYC DHS support issues related to site preparation, data circuit orders, IP addressing, Enterprise Output Manager, and related items; oversee configuration and installation of WMS printers and asynchronous terminal servers at user locations.

Coordinate and meet with program area representatives, network, and desktop support staff as needed.

Hours / Shift 8:30 am–9:30 am to 5:30 pm–6:30 pm (flex time required to schedule with other groups).

Minimum Qualifications

Baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, plus four years of full‑time experience related to the position and specialization in a relevant technology or domain.

Associate degree in a related field plus six years of full‑time experience as described above.

Baccalaureate degree plus eight years of full‑time experience as described above.

Equivalent education and experience to meet one of the above alternatives.

Preferred Skills

Knowledge of the NYS Welfare Management System, Printing System, and HRA/DSS/DHS locations.

Willingness to travel to the five boroughs.

Ability to configure WMS terminal installation packages and interact with HRA/GSS/BMS staff to schedule installation and de‑installation activities; interface with HRA/DSS/DHS desktop and network teams.
