Duties And Responsibilities Budgets, Forecasts, & Reports:
Comprehensive Budget and Financial Forecasting: Lead the strategic development and ongoing management of multiple complex budgets and financial forecasts for the Collins College, including state budget, self-support entities, restaurant at Kellogg Ranch, fundraising events, and new initiatives.
Advanced Financial Reporting: Lead the creation of detailed financial reports that provide comprehensive data summaries and in-depth clarifications, assessing how financial strategies align with vision, mission, and strategic goals.
Dedicated Reporting for Accreditation and Compliance: Develop and manage the financial sections of key compliance reports for external bodies such as ACPHA and WASC.
Financial Stewardship and Donor Fund Management: Evaluate and interpret financial reports from the University Foundation Enterprises and University Philanthropic Foundation, advising on strategic allocation of funds.
Strategic Partnership and Financial Planning: Collaborate with the Dean to align college financial goals with state funding models, focusing on target FTES and Foundation funding.
Resource Management And Strategic Expenditure Planning:
Strategic Communication of Resource Needs: Articulate and advocate for resource needs to stakeholders, providing strategic justifications backed by data.
Advanced Collaboration and Evaluation of Budget Requests: Evaluate and process budget allocation requests in collaboration with key partners.
Efficient Handling of Project Documentation: Oversee completion of necessary forms and documentation for budget allocations and capital projects, streamlining processes.
Strategic Personnel Management And Faculty Affairs:
Faculty Contract: Engage directly with the Director of Academic Personnel on faculty contract decisions.
Budget and Faculty Resource Planning: Manage budget issues related to faculty workloads, hires, retirements, FERPs, leaves, and sabbaticals.
Management of Academic Timetables and Compliance: Ensure timely completion of paperwork for sabbaticals, medical leaves, scholarships, and grant activities.
Oversight of Recruitment Processes: Lead compliance and budgetary aspects of faculty and staff recruitment.
Management of Foundation Enterprises Employment: Oversee hiring and supervision of Foundation employees.
Management of Student Assistant Employment: Oversee hiring and supervision of Student Assistants.
Strategic Oversight Of Financial Operations:
Comprehensive Management of Financial Functions: Lead preparation, oversight, and monitoring of routine financial functions.
Expert Advisory on Faculty Financial Matters: Serve as advisor on faculty entitlements, promotions, and range elevations.
Strategic Management of Travel and Equipment Expenditures: Oversee travel submissions and equipment purchases.
Efficient Handling of Financial Documentation: Ensure accurate processing of all financial paperwork.
General Business Operations:
Manage coordination and integration of efforts among operations.
Develop more effective and efficient processes.
Analyze, plan, and recommend improvements for student services.
Engage, communicate, and explain new directives to staff.
Advise the Dean on information system enhancements and proposals.
Qualifications
Bachelor's Degree or equivalent experience in administrative policy or related field.
Valid, insured California driver’s license.
Six years of related experience managing complex operations.
Previous work in higher education setting.
Thorough knowledge of relevant laws, regulations, and federal/state policies.
Expertise in public and business administration, fiscal management, and strategic planning.
Administrative survey, operations and systems analysis, statistical and research methods skills.
Ability to interpret data and develop policies.
Accountable for day‑to‑day operations and long‑term goals.
Key technical adviser to executives.
Independent project manager with judgment in data integration.
Strategic problem‑solving and interaction skills.
Ability to work with public/private entities on sensitive situations.
Consultative, facilitation, and consensus‑building skills.
Ability to train others and lead work direction.
Preferred Qualifications
Four years of progressively responsible analytical experience in budgeting or financial administration in higher education.
Bachelor’s degree in accounting or finance.
Expertise in CSU, CSU‑specific Foundation budgeting and accounting policies.
Knowledge of university organization, policies, goals, and mission.
Knowledge of faculty, staff, and MPP appointment types.
Basic knowledge of the hospitality industry.
Strong command of Excel.
Problem‑solving ability and higher‑order analytical skills.
Ability to process complex financial transactions and monitor annual budgets.
Ability to build financial models outlining revenue and impact of options.
Ability to conduct analysis to drive decision making and resource allocation.
Background Check A conditional offer will be made pending satisfactory completion of a background check, including criminal records check. Rescission is possible if disqualifying information is found.
