The Civil Project Manager will lead water and wastewater projects, mentor junior staff, and drive new project opportunities in the treatment sector. This role focuses on technical leadership, project delivery, client engagement, and strategic growth in the Central Texas market.

Responsibilities
Mentors and teaches all aspects of project management to others, leveraging advanced experience
Manage and oversee civil engineering projects related to water and wastewater treatment, from concept through construction
Lead multidisciplinary teams to deliver projects on schedule, within scope, and on budget
Conduct and review site assessments, feasibility studies, and engineering evaluations
Develop and maintain strong client relationships
Prepare project proposals, budgets, schedules, and progress reports
Ensure compliance with local, state, and federal environmental and engineering regulations
Mentor and support junior engineers, providing technical guidance and performance feedback
Represent Parkhill at industry events, client meetings, and community presentations
Qualifications
Bachelor’s degree in Civil Engineering or related field (Master’s preferred)
Professional Engineer (P.E.) license in Texas required; ability to obtain licensure in NM and OK preferred
5+ years of civil engineering experience in water/wastewater treatment project leadership
Demonstrated business development experience: pursuing clients, preparing proposals, and managing relationships
Proficiency in AutoCAD, Civil 3D, ArcGIS, hydraulic modeling, or treatment-specific software
Strong knowledge of civil engineering principles, regulatory compliance, and treatment best practices
Excellent leadership, project management, and communication skills
Detailed understanding of engineering project management methods, including planning, scheduling, budgeting, and resource allocation
Ability to work in a collaborative environment with non‑engineer decision‑makers and communicate technical plans effectively
