Under the general supervision of the General Secretary, the Service Center Director is responsible for overseeing and managing Front Royal Service Center operations to include social services and the Family Thrift Store. He/she will assist with the selection, training and supervision of all staff and volunteers responsible for performing the daily operational duties of the Service Center. The incumbent will plan, develop, implement and evaluate a variety of social service strategies to ensure the highest level of quality service and care to the clients served by the service center. Under the direction of and in coordination with Divisional Operations Manager, he/she is responsible for leading efforts to identify/secure public and government funding in support of the service centers mission and goals; provides leadership and oversight to the Advisory Council; maintains a direct advisory relationship with the Divisional Operations Director regarding overall service goals and objectives; tracks, records and reports all statistical data timely, accurately; under the direction of Divisional Operations Director, proactively promotes publicity through all media avenues and coordinates and manages all seasonal fundraising and service delivery efforts (Angel Tree, Red Kettle Campaign, etc.) throughout the year. Key responsibilities: In consultation with the Divisional Operations Director and Financial Secretary, or his designate, responsible for the compilation and management of annual budget; monitor annual budget to ensure adherence to annual budget at all levels; Maintain a working knowledge of Salvation Army accounting policies and procedures; Review and approve all expenditures prior to processing for payment; Ensure the daily/timely deposit of all revenue in compliance with Salvation Army policies and procedures; Keep Advisory Council advised via monthly reports to Council of the service centers financial position; Give guidance to the preparation for all audits; Submit financial reports to DHQ, funding entities, etc. as required/requested; Keep the Divisional Director of Operations fully aware of the financial climate of the service center Supervises all employed staff and performs social service functions (case management) as needed; Oversees and manages the distribution of services (vouchers for utilities, rent, etc.); Keeps and maintains files and statistics for the Service Center and ensures that they are submitted per established organizational protocol; Provides client referrals to other agencies as necessary. Develops program services and appropriate program policies and procedures to ensure compliance with city, state & Federal laws and regulations as well as funders regulations and requirements; Reviews, monitors and implements program/service policy and procedure; administers program within budget constraints; Coordinates with other community resources; Develops and maintains a database of key service providers including healthcare, mental healthcare, alcohol and drug treatment, etc. in order to facilitate the referral process. In collaboration with the Advisory Council (Who will appoint Volunteer Kettle Captains, manage the recruitment of volunteers, scheduling of volunteers, etc.) coordinates and manages annual Red Kettle Campaign (management of hiring, liaison, daily logistics, etc.), Angel Tree or Christmas Assistance Program (applications, collection and distribution using staff and volunteers), food, etc.; Supervise Case Manager in the coordination of summer camp recruitment, selection and registration for Front Royal area youth; When applicable, responsible for directing all ministry-based programming (VBS, Bible studies, mens and womens ministries, visitation, etc.) and ensuring that all ministries are quality-laden, consistent and possess measurable outcomes; maintains knowledge of best practices related to needed social and other services for Front Royal, and recommends and implements improvements to programs and services that will ensure that its elements show high efficiency, effectiveness and compassion; Keeps Divisional Operations Director appropriately informed of all Service Center activities Gives direct support to Family Store Manager in the daily operation of the Family Store. Supports Manager in the supervision of staff and volunteers; provide direction in the recruitment and supervision of volunteers; regularly review with Manager the budget to ensure the Family Store remains at or above the break even point in operations; provide direction and input into the termination and hiring of staff for the Family Store making recommendation to the Divisional Operations Director regarding termination and hiring of staff. Ensures that all departmental employees have a clear understanding of the Worker's Together manual and Front Royal appendix; Schedules, assigns and supervises the work of subordinate administrative personnel; trains and instructs employees in the proper methods and procedures; Monitors work in progress and upon completion to ensure accuracy, completeness and compliance with established policies and procedures; conducts performance evaluations and provides salary and hiring/promotion/termination recommendations. Under the direction of the Divisional Development Director, works to develop comprehensive development plans that include the cultivation of major gift resources, multi-year commitment funds and other strategic support; Provides oversight and/or coordination of the preparation of proposals for all requests for major individual funding appropriate to The Salvation Army and provides leadership in seeking out new funding opportunities for service center programs Under direction of Divisional Development Director, responsible for maintaining healthy public relations position in the community; Provides oversight and ensures message consistency and quality assurance for the preparation of solicitation materials as needed for individual, corporate and/or foundation prospects; Supervises and participates in the creation, preparation and/or upgrading of promotional materials to include annual reports, brochures, newsletters and programs. What we are looking for in you: Bachelors degree in business, Public Relations, Christian Ministries or related field and three (3) years experience in a related field or Any equivalent combination of training and experience which provides the required knowledge and skills Valid Drivers License Physical Requirements and Working Conditions:

Ability to meet attendance requirements. Ability to read, write and effectively communicate the English language. Ability to keypunch information into a computer with relative ease and consistency Ability to sort and file documents alphabetically and numerically. Ability to operate various types of general office equipment including a telephone, PC, FAX machine, postage machine, etc. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to clients/others requiring assistance. Ability to work well under the pressure of deadlines (both well-established and sudden). Ability to follow instructions and work independently with limited supervision. Ability to lift, carry and move objects such as boxes of canned food, kettle equipment, etc. Administrative work is typically performed sitting at a desk. There may be periods of intermittent sitting, standing, or stooping. Work is performed intermittently in an ordinary office environment, stockroom and warehouse facilities.
