Technical Program Management Analyst

Introduction:
ARServices is seeking an experienced Technical Program Management Analyst to support a federal customer responsible for advancing national security and defense technology programs. This role is ideal for professionals who bring a strong foundation in acquisition planning, financial management, and project coordination-and who are excited to contribute to mission-critical technical initiatives. This position requires an active TS/SCI clearance.
Position Description:
As part of a multidisciplinary program support team, the Technical Program Management Analyst will contribute to the planning and execution of cutting-edge technology Research & Development (R&D) that enable the rapid deployment of emerging capabilities for the DTRA. This role integrates program management, financial coordination, and stakeholder engagement to support the delivery of high-priority solutions in dynamic operational environments.
Location & Travel:
This is a full-time position based in Reston, VA, with 0% travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
•Develop R&D acquisition strategies and procurement documents, including drafting statements of work, developing Independent Government Cost Estimates, and conducting market research.
•Develop, monitor, and advise on R&D plans for assigned programs and projects.
•Develop and manage execution year R&D program spend plans, recommending acquisition vehicles within Economy Act or federal contracting mechanisms to fund technology development.
•Author correspondence, white papers, and program briefings for government approval.
•Prepare and maintain program management execution reports, including research on unobligated funding and unliquidated obligations.
•Support overall management of R&D projects related to cost, schedule, and performance, including documentation preparation and monthly performance review reporting reconciliation.
Security Clearance Requirement:
•Active TS/SCI clearance required.
Required Qualifications:
•BA/BS degree, preferably in finance, accounting, or business administration.
•10 years of experience managing Research, Development, Testing, and Evaluation (RDT&E), budget execution within the DoD, and a high level of expertise with the Department of Defense Acquisition Life Cycle and various contracting/procurement methods.
•5 years of experience forecasting future financial requirements and preparing spend plans associated with RDT&E DoD documents such as Program Objective Memorandum (POM) and Budget Estimate Submission (BES) across multiple appropriations.
•3 years of experience in DoD acquisition, project management, or contracting focused on Science and Technology (S&T) and RDT&E work.
•High level of expertise on government accounting policy and regulations, including DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), OMB Circular A-123, and DoD Directive 5000.01.
•Experience managing high technology R&D and S&T projects and tracking reporting from performers against planned milestones and execution.
•Experience developing and presenting complex information to senior government officials using Microsoft Office applications, including creating data visualizations such as pivot tables, bar graphs, and pie charts.
•Familiarity with multi-year RDT&E fiscal planning and management at a program level with multiple projects.
•Financial knowledge and experience executing and tracking financial expenditures, including source documents such as monthly reports, invoices, and spend plans.
•Experience with Indefinite Delivery Indefinite Quantity (IDIQ) contracts
