Summary This role will manage all areas of the association’s congressional advocacy and political action committee (PAC) administration, in coordination with senior government affairs team members.

This Washington, D.C.-based role will engage in advocacy with congressional offices, report on all relevant congressional hearings, markups, and other relevant industry-sponsored events; work with team members in strategic planning for political and grassroots events; support PAC fundraising activities; complete lobbying disclosure filings; track and analyze federal legislation; and act as point person in other special projects as needed.

The government relations director should demonstrate strong leadership and management skills, including project execution, and oversee significant day-to-day activities in the government relations department.

Responsibilities include Advocacy on behalf of the U.S. Transportation Construction Industry

Directly interface with members of Congress and their staffs to advocate on legislative issues that may impact the U.S. transportation construction industry.

Represent association at congressional events, fundraisers and other activities.

Manage advocacy outreach strategy including communicating with congressional offices and responding to incoming information requests from congressional offices, other government organizations and regulatory bodies.

Work with senior vice president of congressional relations to manage coalition engagement, including planning, strategizing, and coordinating lobbying activities.

Monitor and track federal legislation and proactively report on hearings and issues/industry developments that may impact the U.S. transportation construction industry to ARTBA members and staff.

Develop and execute an advocacy meeting plan for association senior leaders with members of Congress and/or their senior staff, preparing background materials, as needed.

Oversee the Management and Administration of Political Action Committee

Manage PAC functions, including administration of PAC database, receipts, and disbursements.

Fulfill required federal reporting compliance for government relations department, including all filings related to the Federal Election Campaign Act and the Lobbying Disclosure Act.

Manage and attend PAC events.

Qualifications & Experience

Extensive knowledge of congressional operations and experience interacting with congressional offices and committees;

Expertise on issues relating to transportation, environment, infrastructure or appropriations preferred.

Outstanding organizational, written and verbal communication skills. Must exercise good judgment, use of discretion and work effectively under pressure in a self-directed manner within a collaborative team-oriented environment.

Must demonstrate the ability to manage multiple projects and see them through to completion and in a deadline-oriented environment.

Technical Skills & Background

Microsoft Office, especially Microsoft Word, Excel, Workday and PowerPoint

Experience with Quorum PAC administration platform and grassroots software programs

Education & Training

Bachelor’s degree in Political Science, Business, Communications, or related field of study.

7 years of relevant work experience.

Experience on Capitol Hill, federal agency or trade association preferred.

Expected compensation range : $130,000-$180,000.

Salary commensurate with experience.
