IT Project Specialist – 95710
Information Technology Services (ITS), part of the New York City Department of Social Services (DSS), is hiring an IT Project Specialist to act as an IT Budget & Contract Specialist.
Hours/Shift 9:00 am – 5:00 pm
Responsibilities
Develop IT project budgets and funding requests; prepare statements of work (SOW) and other documents needed for projects using vendor services; develop IT vendor requests for proposal (RFPs) and participate in vendor solicitations, selections, and negotiations.
Track IT vendor and consultant contracts and budgets; review vendor financial documentation such as timesheets, invoices, and audit forms; coordinate with external teams to manage complex IT projects, identifying and managing project risks, determining resource needs, and performing reporting.
Manage IT project spending for a portfolio of projects to ensure strategic alignment, track total cost of ownership, and report on metrics; prepare and monitor IT Consultant Services Plans to estimate fiscal year spending for each budget/object code; develop, review, and maintain funding requests submitted to the Office of Budget Administration (OBA) for approvals; monitor and maintain monthly and quarterly financial reports to ensure IT contract compliance.
Create interaction models and interface designs for IT projects based on established standards, business and technical requirements, and input from functional team members; participate in human‑centered design activities, user research, software prototyping, and usability testing; ensure that software products and solutions are appropriately tested to meet functional (usability) and technical (performance) requirements; create test cases, test scripts, and defect reports.
Execute test scripts and document progress and results; collaborate with technical teams to understand application capabilities, environment set‑up, and defect fixes; assist in developing and analyzing complex computer software applications related to the acquisition of IT professional services, hardware/software licenses, subscriptions, maintenance, and other items.
Minimum Qualifications
A baccalaureate degree from an accredited college in computer science, engineering, human‑computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, and four years of satisfactory full‑time experience related to the area(s) required by the position and a specialization in a relevant technology, process, methodology, and/or domain.
An associate degree from an accredited college in the same fields and six years of satisfactory full‑time experience related to the area(s) required by the position and a specialization in a relevant technology, process, methodology, and/or domain.
A baccalaureate degree from an accredited college and eight years of satisfactory full‑time experience related to the area(s) required by the position and a specialization in a relevant technology, process, methodology, and/or domain.
Education and/or experience equivalent to any of the above options.
Preferred Skills
Experience in highly complex environments integrating with enterprise‑wide services, working with analytical software such as MS Office/SQL, and PPM tools such as JIRA.
Advanced understanding of the Software Development Life Cycle (SDLC) with experience overseeing the deployment of software applications and identifying integration points with infrastructure solutions.
Experience creating human‑centered interface designs, user research, wireframes, and software prototyping.
Excellent leadership skills, including the ability to develop and communicate a vision that inspires and motivates staff, aligns with overall IT and business strategies, and builds partnerships across teams.
Strong business acumen with industry‐specific knowledge to explain technical concepts to business leaders and negotiate contracts effectively.
Understanding of current and emerging application development and infrastructure solution technologies and practices, with the ability to identify and act on continuous improvement opportunities.
Experience with ITS contract and budgeting applications such as Financial Management System (FMS), Procurement and Sourcing Solutions Portal (PASSPort), Electronic Procurement and Contracts Tracking System (ePACTs), and Human Resources Management System (HRMS).
