Join Texas Health and Human Services for the role of

CTO Technical Architect , a senior position that bridges enterprise infrastructure and cybersecurity. You will design and implement secure, scalable, and resilient IT infrastructure, ensuring security is embedded into every layer of our technology architecture.

Location & Working Arrangement Office: 4601 W GUADALUPE ST, Austin, TX. Hybrid: at least three days per week in office. Telework may be eligible per agency policy. Up to 60% travel.

Responsibilities

Lead cross‑functional initiatives involving infrastructure and security, aligning with enterprise IT strategy.

Define secure infrastructure roadmaps, architecture patterns, and standards.

Provide technical leadership on projects spanning networks, cloud, storage, and endpoint security.

Architect and implement core infrastructure solutions with built‑in security controls, ensuring compliance with NIST, CIS, HIPAA, CJIS, FedRAMP, ISO 27001.

Develop secure configuration baselines and design secure architectures for on‑premises and cloud workloads.

Oversee system integration, data protection, encryption, access control, and threat‑detection tools.

Conduct risk assessments, identify vulnerabilities, recommend mitigations, and support incident‑response and disaster‑recovery testing.

Assess current vs desired security state, identify gaps, and develop modernization roadmaps.

Train and guide infrastructure and security teams on secure design principles and emerging technologies.

Perform other responsibilities as assigned to support enterprise infrastructure and security initiatives.

Knowledge, Skills & Abilities

Strong knowledge of cloud platforms (AWS, Azure, GCP) and associated security frameworks.

Comprehensive understanding of computer systems, design of non‑automated systems, programming languages, hardware and software, operating systems.

Familiarity with compliance frameworks: NIST, CIS, HIPAA, CJIS, FedRAMP, ISO 27001.

Experience with DevSecOps practices and CI/CD pipeline security.

Knowledge of incident response, threat modeling, and penetration testing.

Skills in IAM, encryption, PKI, and network security (firewalls, VPN, zero trust).

Hands‑on skills with infrastructure‑as‑code (Terraform, CloudFormation) and automation.

Strong communication, leadership, and stakeholder‑translation abilities.

Leadership experience driving infrastructure modernization and security transformation projects.

Problem‑solving, scheduling, testing, installing, implementing programs, troubleshooting computer systems.

Analytical writing, standards revision, and effective communication.

Supervisory oversight or guidance experience.

Qualifications

Bachelor’s degree in Computer Science, Information Systems, Cybersecurity, or related field (or equivalent experience).

7+ years of experience in infrastructure architecture (network, servers, virtualization, storage, or cloud).

5+ years of experience in cybersecurity architecture or engineering.

Preferred: Certifications – CISSP, CISM, CCSP, AWS/Azure Security Specialty, or equivalent.

Legal authorization to work in the United States without sponsorship.

Additional Information Any employment offer is contingent upon available budgeted funds and HHSC Human Resources Manual requirements. The position is full‑time, exempt, and classified under salary group TEXAS‑B‑29. Travel up to 60% and cycle shift days apply. Telework status is subject to agency policy.
