Job Description Purpose and Scope The Senior Project Manager, Project Development and Planning leads the execution of a diverse array of projects, including infrastructure improvements, maintenance, and renovations across LSCS campuses and facilities. Emphasis is placed on successful completion of substantial projects (>$10M). The manager ensures delivered projects meet program requirements, are completed on time and within budget, and adheres to a Project Management Framework across the five lifecycle phases.

Essential Job Functions

Provide direct leadership, supervision, and coordination of all resource planning efforts and project plans, consistent with strategic plans.

Interpret stakeholder facility needs and develop a project scope that efficiently meets those needs and fits within the established budget.

Coordinate work with peer Sr. Project Managers and Campus Property Services Directors to standardize service and quality across all buildings and campuses.

Facilitate the preparation of requests for proposals associated with procuring design/general contractor services and partner with Business Operations to prepare contract documents.

Maintain clear and consistent communication with stakeholders, including campus leadership, faculty, staff, and vendors to ensure alignment on project goals, timelines, and expectations.

Control project schedules, recommending changes or modifications as needed.

Guarantee compliance with federal, state, and local ADA, safety, and building codes.

Monitor, administer, and manage project budgets and implement budget controls.

Ensure necessary documentation is exchanged between the architect, engineer, or contractor during each phase of construction and is uploaded into the project management software.

Responsible for other reasonable related duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of Texas Education Code procurement policies and best practices.

Strong building safety standards knowledge.

Ability to multi‑task, follow‑up, and be results oriented.

Apply project management frameworks (PMBOK, Lean, or Agile) to ensure successful project delivery.

Ability to analyze and suggest effective routes to achieve project goals.

Proficient computer technology and effective technical writing and strong communication skills.

Develop and manage contracts, budgets, and schedules.

Fluent PC computer skills and knowledge of Microsoft Office suite, Procore, Service Now, MS Project, and Microsoft Visio.

Deal with crisis situations that require major decisions involving people, resources, and property.

Excellent interpersonal and supervisory skills.

Physical Abilities Work requires standing for long periods, walking over rough, uneven, or rocky surfaces, bending, crouching, stooping, stretching, reaching, and lifting moderately heavy items. The role may require above‑average agility and dexterity.

Work Schedule and Conditions

Equipment: PC workstation, calculator, phone, and other general office equipment.

Interface with internal and external contacts as needed.

Regular exposure to outdoor elements and hazardous items such as chemicals, toxic or caustic materials, contamination, and electrical hazards. Protective clothing or gear may be required.

Must be flexible to work odd hours, nights, weekends, and holidays as required.

May regularly travel to different LSC locations.

Required Qualifications Bachelor's degree and at least 7 years of related experience (or equivalent) with a minimum of 3 years in a management level position.

Preferred Qualifications

Master's degree.

Professional Engineer (PE) license or Architect license.

Project Management Professional (PMP) certification.

Certified Facility Manager.

Salary Hiring salary range: $96,107 – $110,523.
