Child and Youth Program Leader
Summary
The purpose of the Child and Youth Program (CYP) Leader is to provide appropriate specialized developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more Child and Youth programs. This includes the provision of guidance, assistance, and mentoring for the Child and Youth Program Assistants. Location: San Diego Metropolitan Area.
Responsibilities
Provide direct care and instruction to children and youth (6 weeks to 18 years).
Mentor, train, and supervise Child and Youth Program Assistants.
Plan and implement curriculum activities, special events, and lessons.
Maintain indoor and outdoor activity areas and equipment.
Encourage positive interactions and manage relationships with participants.
Provide care, supervision, oversight, and accountability for program participants in compliance with DoD, NAF, and local policies.
Communicate professionally with employees, parents, and local command personnel.
Observe and document developmental progression and assess program effectiveness.
Ensure compliance with DoD certification and accreditation standards.
Collect, maintain, and report program participation data and perform related duties as assigned.
Conditions of Employment
Must be 18 years of age or older and have a high school diploma or equivalent.
Complete required training certificates and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
Undergo pre‑employment and random drug testing. A positive test or failure to submit is grounds for removal.
Pass a pre‑employment physical, provide evidence of immunization, be free of communicable diseases.
Employment contingent upon proof of education if not provided at time of application.
Must successfully pass an E‑Verify employment verification check.
Meet federal suitability requirements including a background investigation.
Qualifications
Knowledge of developmentally appropriate programs for children and youth 6 weeks–18 years.
Knowledge of child and youth development principles and practices.
Skills applying federal and state laws governing child abuse/neglect detection.
Skill in understanding interests and motivation of individuals and groups in a CYP environment.
Skill in program planning, organizing, and employee scheduling.
Skills to provide leadership, mentoring, and guidance to CY Program Assistants.
Ability to identify and respond to emergency situations.
Ability to train employees on recognition of childhood illnesses, abuse, etc.
Ability to develop curriculum outlines and lesson plans/guides.
Strong interpersonal and written/oral English communication skills.
One (1) year of experience at the CY‑02 (GSE‑04) level or equivalent.
Education and Credentials Must provide a copy of your high school diploma, GED, or college transcripts when you apply. Completion of DOD Standardized Module Training and a high school diploma or equivalent (or higher degree) is required. Alternatively:
Child Development Associate (CDA) credential or Military School‑Age (MSA) credential + high school diploma or equivalent.
Associate or higher degree in Early Childhood Education, Child Development, Youth Recreation, Physical Education, Elementary/Secondary Education, Youth Development, or related field.
Note: If your degree has not been awarded and/or you possess certificates of completion for DoD approved competency‑based training courses, and/or a valid CDA/MSA credential(s), you must also provide a copy of your high school diploma or equivalent.
Additional Information Executive Order 12564 requires a federal workplace free of illegal drugs. All federal employees must remain drug free. Commander, Navy Installations Command is a drug‑free federal workplace.
All individuals involved in child care services on a DON installation or DON‑sanctioned program must complete the Installation Records Check, which includes checks of substance abuse, family advocacy, and security records.
Per DoDI 1402.05, individuals with certain convictions or negligence are automatically disqualified. Non‑U.S. citizens with fewer than three years of recent residential history in the U.S. may be ineligible.
Some positions may have special requirements such as a one‑year probationary period, direct deposit participation, and E‑Verify confirmation. Real ID requirements apply for installation access.
