About the Role We are seeking a highly skilled Program Manager (PM) to lead the management, oversight, and delivery of a large-scale cybersecurity and IT program. The PM will be responsible for ensuring contract success through effective leadership, stakeholder communication, and strict adherence to technical, compliance, and security requirements. This individual will serve as the primary interface between executive stakeholders and the program team, driving outcomes that meet performance, quality, and regulatory standards.
Key Responsibilities
Program Leadership & Oversight: Provide overall direction, administration, and quality control for all contract activities.
Lead and supervise multidisciplinary teams, ensuring program tasks are delivered on time and within scope.
Oversee risk management, staffing, and issue resolution, keeping stakeholders informed of program progress.
Planning & Reporting: Develop and maintain a Program Management Plan (PMP), including transition plans, schedules, and risk mitigation strategies.
Deliver regular reports, including project status updates, meeting minutes, Program Management Reviews (monthly), and financial reports.
Ensure execution of all required Non-Disclosure Agreements (NDAs) and compliance documentation.
Stakeholder Communication: Act as the primary liaison for program communication, ensuring clear and timely updates.
Facilitate coordination between leadership, technical teams, and supporting contractors.
Compliance & Quality Assurance: Ensure adherence to IT security regulations, policies, and standards (e.g., NIST, FIPS, FISMA).
Drive continuous improvement and alignment with recognized methodologies (CMMI, ITIL, Agile/Adaptive PM).
Maintain high-quality deliverables aligned to performance standards and agency guidelines.
Education
Bachelor’s degree in Computer Science, Information Technology, or a closely related field (Master’s degree preferred).
Experience Minimum 10 years of Program/Project Management that includes 7 years of experience managing IT and cybersecurity programs, including:
IT system auditing and security controls assessment
Cloud environments and system documentation
Incident response and penetration testing
Vulnerability scanning and risk assessment
Security architecture, engineering, and privacy management
Leading and managing multiple security/technical teams
Knowledge & Skills
Deep understanding of federal IT regulations, NIST, and FIPS guidelines.
Proficiency in IT security processes, technologies, and compliance frameworks.
Strong grasp of program management methodologies, including Agile and adaptive approaches.
Excellent leadership, communication, and problem‑solving skills.
Certifications
PMP, CISSP, or equivalent preferred; if not, must be able to obtain relevant certifications within 12 months.
Security Clearance
Eligibility for a Top Secret (TS) clearance may be required.
