Responsibilities & Qualifications Responsibilities

Provide overall leadership and management of contract operations, ensuring performance, compliance, and customer satisfaction across all task areas.

Serve as the primary interface between TekSynap, the Contracting Officer (CO), Contracting Officer's Representative (COR), and NSWCDD leadership.

Oversee all program management functions including cost control, staffing, subcontractor performance, risk management, deliverable quality, and schedule adherence.

Lead planning and execution of transition‑in/transition‑out phases, surge support, and continuity of operations.

Ensure Service Level Agreement (SLA) and Experience Level Agreement (XLA) metrics are achieved and continuously improved.

Develop and maintain program documentation, schedules, reports, and metrics in alignment with customer and corporate reporting requirements.

Conduct regular program reviews, risk assessments, and corrective action planning.

Direct and mentor subordinate task leads and functional managers.

Represent TekSynap at all senior‑level customer and partner meetings.

Required Qualifications

Minimum of 10 years of professional management experience, with at least 5 years managing Navy/DoD IT systems.

Experience overseeing contractual and corporate management activities; providing technical, schedule, and cost leadership; and acting as liaison between government representatives and the COR.

Extensive knowledge of DoD contractual processes.

Must meet IAT II (or higher).

Clearance Level: TS/SCI eligible (T5/T5R).

Onsite at NSWCDD, Dahlgren, VA (Limited hybrid flexibility)

Work Environment & Physical Demands

Type of environment: Office

Noise level: Medium

Work schedule: Onsite with core hours (08:00–17:00), Monday through Friday.

Amount of Travel: 15–20% travel

Physical demands: Locomotor action required to lift up to 50 pounds; use of hands, arms, vision, hearing, and the ability to stand, walk, sit, climb, and balance regularly.

Work Authorization / Security Clearance US Citizenship. Clearance requirement: TS/SCI eligible (T5/T5R investigation).
