Environmental Project Manager – HDR Water Business Group

Responsibilities
Manage preparation of small to large‑scale CEQA & NEPA documents for a wide range of water resource projects.
Supervise and coordinate activities of assigned sector; recommend measures to improve performance and increase efficiency; manage staff utilization and profitability.
Track personnel actions and staff development, including support for recruiting, hiring and training measures.
Lead and manage quality control, ensuring quality work is planned and organized through a proactive project management system and implementing corrective measures as needed.
Provide hands‑on mentoring and team participation to bridge technical resources and client requirements, ensuring appropriate leadership and supervision on technical assignments.
Work with client development leadership to prioritize marketing and business development efforts, focusing on ROI.
Champion a quality culture within the sector organization and production teams, serving water business group clients.
Direct technical messaging and professional attendance at industry events.
Promote the Drive to Zero culture, prioritizing safety of staff and clients.
Interpret, implement, and enforce company policies.
Perform other duties as needed.
Preferred Qualifications
BS/BA with minimum 7 years CEQA & NEPA documentation experience and regulatory compliance; familiarity with hydrology, wetlands, geology, cultural resources, vegetation, wildlife, and GIS.
Master’s degree in environmental science, water resources or related field preferred.
Substantial CEQA & NEPA experience in Southern California water agencies and state agencies; federal agencies experience valued.
Experience writing proposals, developing scopes of work, budgets, and schedules for complex environmental projects with multidisciplinary teams; at least 2 years project management experience; proficiency with MS Office, strong communication skills.
Strong conceptual, organizational, problem‑solving, and research abilities; comprehensive understanding of federal and state regulatory policy.
Excellent organizational, project management, and communication skills.
CEQA & NEPA document preparation and permitting under the Clean Water Act; experience with Microsoft Project and Teams; GIS management; consulting industry experience; NPDES compliance monitoring and reporting.
Habitat restoration planning, water supply planning, and experience with California, Nevada, Utah, Arizona and/or New Mexico markets.
Required Qualifications
Bachelor's degree in related field.
7 years related experience.
Minimum 2 years project management experience.
Ability to interact with design teams and demonstrate excellent organizational, project management and communication skills.
