Responsibilities Provides administrative and technical direction for the operation and maintenance of the building. Manages the building engineering staff in conjunction with the Property Manager. Responsible for implementing and tracking company policies and procedures to maintain the asset at the highest level. May be responsible for more than one site.

Essential Job Duties

Audit Operations – Ensure operating personnel are capable of handling tasks, are productive, and in compliance with OSHA and EPA. Ensure training is provided to less qualified staff. Ensure proper bid procedures are followed and best prices for commodities obtained. Ensure service contractors are performing work properly.

Project Management – Ensure projects are well defined and understood, develop effective project plans that meet cost, schedule, quality, and functionality objectives.

Capital Planning – Prepare an annual capital plan for building systems, structure, parking, and grounds, including item descriptions, estimated costs, priorities, dependencies, schedules, and risk mitigation.

Utility Management – Keep current on energy technology related to building systems. Provide recommendations to management, including short‑payback projects, and monitor regulations and cost efficiency.

Suppliers – Develop product specifications and supplier sources for required materials and equipment, selecting those with the lowest life‑cycle cost.

Tools/Equipment Inventory – Conduct an annual inventory of tools and equipment, documenting changes and justifications.

Monthly Reports – Provide a monthly narrative of activities highlighting non‑routine events, savings achieved, and key customer service items.

Customer Service – Respond to tenant complaints in a timely manner.

Staffing – Participate in the staffing process and recommend staffing for open operations positions.

After Hours Coverage – Ensure an after‑hours program for adequate technical coverage.

Staff Training – Ensure a development plan exists for each operations person and develop cross‑training programs.

Peer Inspections – Coordinate peer inspection data to ensure readiness for the yearly property inspection.

May perform other job duties as assigned.

Other Job Functions

Boilers/Supporting Equipment – Operate to approved spec.

Chillers / Supporting Equipment – Operate to approved spec.

HVAC Fans – Operate to approved spec.

UPS System – Monitor to approved spec.

Electrical High Voltage Systems and Emergency Power – Monitor to approved spec.

Electrical Secondary (non‑critical) – Monitor to approved spec.

Training – Train all inexperienced mechanical technicians on all mechanical and electrical systems in support of building operations.

Shift Scheduling – Provide scheduled coverage on all shifts, reducing overtime where possible.

Supervise/coordinate tenant fit‑up work and building construction projects.

Maintenance – Responsible for all necessary maintenance and operational programs.

Boilers/Chillers/HVAC Systems – 99% reliability; provide direction on repairs as needed.

Electrical Secondary (non‑critical) – 98% reliability; call certified electrician as needed.

Plumbing systems – Provide direction on repairs as needed.

General Building Maintenance – Ensure all conditions conform to OSHA and all other safety and health guidelines.

Ensure complete compliance with all applicable municipal, state, and federal codes and regulations.

Preventative Maintenance (PM):

Critical Equipment – 100% availability; develop new PMs or change as necessary.

Non‑critical Equipment – 95% availability; develop new PMs and complete on time.

Operations

Promptly report all incidents, accidents, and/or injuries; provide thorough evaluation and implement corrective actions.

Implement all OSHA requirements.

Recommend and implement policies for engineering personnel.

Maintain current position descriptions for all engineers on site.

Recommend and implement training programs and activities for subordinates; track progress.

Complete performance appraisals for all direct reports; monitor performance of engineers under supervision.

Communications – Log Book Entries: Review operational information documented in shift log books prior to shift end.

Work Orders and PM Work: Review any difficulties in getting work completed; adjust and document problems.

Business Controls

Develop business controls for operations and maintenance areas.

Prepare the annual operating budget for the Property/Portfolio Manager.

Approve engineer personnel timesheets and overtime requests.

Expense Management

With regard to suppliers: coordinate bidding and pricing; recommend vendors; issue purchase orders; confirm receipt of goods or services; maintain quality and cost controls.

With regard to outside mechanical contractors: evaluate performance; evaluate contract costs; ensure competitive bidding; select based on best value.

Report statistical data required for accurate assessment of property management objectives.

Tenant Relations: Respond to building tenant requests promptly; implement ongoing programs to address tenant needs.

Employee Relations: Foster teamwork.

New Business: Participate in acquiring new business and providing operations/maintenance reviews.

Skills, Education and Experience

Bachelor’s degree in Mechanical Engineering or equivalent combination of education and experience.

8–10 years of experience as an Engineer in a 250 KSF or greater Class A building.

Excellent communication skills and a positive approach to work; ability to handle multiple tasks concurrently.

Proficient computer and e‑mail skills.

Ability to handle multiple projects and make decisions.

Area‑specific licenses required; CFC universal preferred.
