Franklin County, VA Location: Rocky Mount, VA 24151 Type: Full-Time, Non-Remote Posted on: January 21, 2025 Job Details: Pay: $58,979 - $76,672 a year Job Type: Full-time General Definition: Serves in the capacity of Fire Marshal for Franklin County. Assist the Director in performing difficult and complex work in planning and directing activities of the Public Safety Department. Direct supervision is exercised over an assigned division of the department including, but not limited to, the Fire and Emergency Medical Services, Training division, Animal control division, Fire prevention division, and Fire investigation division. The employee in this position must exercise considerable judgment and discretion in planning, developing, implementing, and evaluating department programs and services related to support services of the department. Performs the duties of the Director in the latter’s absence and/or as delegated by the Director. Organizational Relationship: Work is performed under the general supervision of the Director of Public Safety. Supervision will be exercised over staff as assigned. Typical Tasks: Coordinates and oversees the annual audit and assists with the preparation and review of the Comprehensive Annual Financial Report. Assists with the preparation of the annual budget. Assists with guiding financial decisions by establishing, monitoring and enforcing policies and procedures. Directs operations of Fire and EMS response for the Department. Handles personnel matters relating to Fire/EMS staff. Assists with Emergency Management duties of the department. Acts as an Officer in Charge of Fire and EMS emergencies when needed. Performs rescue from potentially life-threatening situations. Investigates fires for origin and cause; enforces and interprets Virginia Statewide Fire Prevention Code. Implements and conducts fire safety, prevention and educational programs. Maintains files, records and reports regarding inspections and investigations. Interacts with law enforcement, attorneys, state fire marshal’s office and courts. Testifies in court cases; secures crime scenes and collects evidence. Investigates environmental crimes and incidents. Oversees the county fire and emergency medical services training division. Performs other duties as assigned. Essential Knowledge, Skills and Abilities: Considerable knowledge of fire, hazardous materials, environmental laws, animal control laws and emergency medical services. Ability to maintain effective working relationships with the public, employees, volunteers and other government officials. Training, Education and Experience: Must possess education equivalent to graduation from high school with additional coursework in relevant college-level courses; possession of Virginia Emergency Medical Technician; Virginia Department of Fire Programs Fire Fighter II certification; Virginia Department of Fire Programs Hazardous Materials - Operations Level Certification; EVOC Level I, II, III certification; Incident Command; minimum of 3 years EMS and Fire experience. Special Requirements: Licenses and Certificates: Basic Law Enforcement, NFPA 1031 and 1033, Fire Instructor II, Emergency Medical Technician, NIMS 100, 200, 300, 400, 700 and 800, Emergency Vehicle Operations Levels I, II, III. Must maintain training necessary for certification as an NFPA 1031 Certified Fire Code Inspector and NFPA 1033 Certified Fire Origin and Cause Investigator. Physical Demands: Candidate must be able to lift 100lbs and work in stressful, demanding, and hazardous environments. Work Environment: Individual must be able to perform work in all types of hazardous environments including but not limited to natural, man-made and environments that are immediately dangerous to life and health (IDLH).
