Position Summary The Executive Director is responsible for the strategic, operational, clinical, and administrative leadership and oversight of our client's first PACE program serving frail older adults. This includes planning for the opening of a new PACE Center, preparing for first state audit, hiring and onboarding team members as well as developing, implementing, and maintaining compliant and efficient services that reflect high-quality, participant-centered care. The Executive Director ensures regulatory compliance, financial sustainability, and operational excellence while fostering a collaborative and mission-driven organizational culture.

Reports To: Chief Business Growth Officer

Supervises: Directly supervises our client's Leadership Team, including Center Manager, Administrative Assistant, Clinical Services Director, Quality and Compliance Director, Marketing and Enrollment Director, Network and Contracting Director, Health Plan Services Director, and Care Teams. Indirectly responsible for oversight of all staff and contractors supporting the program.

Salary: $180K - $190K

Essential Duties and Responsibilities

Strategic Leadership & Program Development Guide the strategic vision and growth of

our client's program , aligned with community needs and organizational priorities. Monitor national and local healthcare trends impacting senior care delivery. Develop and execute business and expansion plans, including identifying new sites and partnerships. Represent our client's program in collaborative planning efforts across the organization and with external stakeholders.

Operations Management Oversee all aspects of day-to-day operations to ensure effective service delivery and a high level of participant satisfaction. Direct marketing and outreach strategies to meet enrollment goals within regulatory constraints. Maintain timely and accurate reporting for financial, clinical, and operational performance.

Regulatory Compliance & Quality Improvement Serve as Program Director as defined under applicable federal and state regulations. Ensure compliance with all federal, state, and local regulatory requirements and lead the program through successful audits and surveys. Lead the development and implementation of our client's policies and procedures. Coordinate quality improvement initiatives and ensure continuous monitoring of program performance. Ensure staff complete all required compliance trainings at onboarding and annually.

Financial Oversight Develop and monitor our client's program budget in collaboration with finance leadership. Submit timely rate proposals and financial reports to CMS, DHCS, or other relevant agencies. Ensure fiscal responsibility by managing costs, negotiating provider contracts, and overseeing revenue cycle operations. Secure and manage funding or loans when necessary.

Human Resources & Team Management Recruit, hire, train, and retain high-performing interdisciplinary staff. Ensure management staff implement fair and effective personnel practices, including performance evaluations, team building, and professional development. Promote a respectful and inclusive work environment that values cultural competence and team well-being.

Community & Stakeholder Engagement Build and maintain strong relationships with community organizations, healthcare providers, and regulatory agencies. Represent our client's program at public events, community meetings, and within relevant professional associations.

Qualifications

Education & Training Master's degree in Health Administration, Public Health, or a related field highly preferred Alternatively, 5-7 years of progressive leadership experience in a PACE program or a comparable healthcare delivery model

Experience Extensive experience in healthcare leadership, preferably within managed care or senior care settings. Experience launching or scaling health programs is highly desirable. Demonstrated ability to manage cross-functional teams and complex healthcare operations. Proven track record of success in regulatory compliance, fiscal management, and team leadership.
