Systems Administrator

to fulfill the following duties: Administer and troubleshoot GSA-wide contracting databases, covering activities such as Acquisition, Lease/Real Property, and support programs, as Functional Administrator (Systems) Requirements. Manage and administer industry-standard Government-wide contracting databases including FPDS-NG, Business Intelligence (BI), Repository for Lease Contracting Activities, SAM, and APM. Assist in reconciling system issues across contracting, financial, and project management systems, providing expert advice on resolutions. Develop and instruct end-user training classes on GSA-wide contracting databases. Generate detailed reports using pivot tables from GSA-wide and Government-wide databases. Establish end-user profiles and security setups for the Acquisition and Leasing Workforce. Conduct one-on-one end-user training and provide support akin to a helpdesk. Facilitate group training sessions on recurring trends, refresher courses, or new initiatives for large audiences with varying expertise levels. Perform day-to-day acquisition-related applications and database maintenance, including updating information, managing user accounts, resolving issues, and producing ad-hoc reports. Participate as a member of GSA-wide teams on issues, resolutions, and upgrades to contracting databases, representing PBS-R4. Administer contracting databases with direct access to system programmers, including testing and evaluating new electronic implementations such as system deployments, electronic signatures, electronic contract files, email and database conversions. Attend meetings with GSA upper management to present findings, ideas, and recommendations regarding existing and new contracting databases. Provide expert judgment and risk analysis on agency vulnerabilities and key performance indicators related to acquisition and leasing programs. Recommend methods to overcome barriers, improve processes, and enhance business practices to promote data quality and excellence. Document findings related to vulnerabilities, trends, and training needs. Ensure database accuracy through maintenance and clean-up activities, such as deactivating accounts and verifying personnel alignment. Assist in collecting, analyzing, and developing agency responses on mission-critical functions. Support the development and maintenance of internal forums for key data and metrics, such as dashboards and workload metrics.

Required Experience & Skills Bachelors degree in any IT-related field and/or experience in Database Management. At least 4 years of experience managing systems, analyzing data outputs and trends, and making recommendations, preferably in acquisition/contract writing systems. Within 1 year of assignment, attain and maintain mid-level Program Project Management (PPM) certification or higher (e.g., PPM Level II or PPM - IT Specialization Level II).
