2025 Salary Range: $108,286 to $137,017

2026 Salary Range: $111,892 to $141,580 (Includes 3.33% COLA)

Senior Project Engineer (Construction Management)

The position will be responsible for providing construction management services in conformance with the contract plans and specifications on a variety of construction projects, ensuring that projects are constructed within the scope of the project, on schedule, and within budget. Responsibilities Under direction from the City Engineer, the Senior Project Engineer will manage the construction of transportation, surface water, and facility capital projects for the City of Maple Valley. Responsibilities include:

Provides construction management on a variety of construction and installation projects, ensuring that projects are constructed within the scope of the project, on schedule, and within budget

Ensures City projects are constructed in conformance with contract documents, Federal and State guidelines, permit requirements, grant funding requirements, City ordinances, and regulations

Serves as the City’s project manager for hired consultant teams performing construction management, engineering support during construction, and inspection of City capital projects

Provide constructability and value engineering review of construction contract documents, including plans, specifications, and agreements

Prepare agenda and conduct pre-construction and weekly construction progress meetings

Responsible for project communications between City, contractors, WSDOT, inspectors, engineers, residents, and other project-specific groups such as neighborhood HOAs and residents

Provide press releases on construction status and traffic impacts to the community

Responsible for facilitating the review of Traffic Control Plans, Request For Information (RFI), Design Change Notes (DCN), shop drawings/submittals, including the contractor's construction schedule and subsequent look-ahead schedules

Coordinate with utilities on utility relocation in accordance with franchise and/or construction agreements

Responsible for tracking, coordinating, negotiating changes to the construction contracts, and creating/estimating contract change orders

Oversee and coordinate all aspects of contract administration requirements on City projects, including but not limited to prevailing wage documentation, apprenticeship requirements, request to sublet work, retainage, and statement of working days

Develop and process monthly progress payments and ensure that progress payments are paid within the City’s established payment cutoff date

Manage grant reimbursement requests and documentation to ensure adequate cash flow of City funds

Provide oversight of construction budget and schedule, including risk review and forecasting

Coordinate with City maintenance and inspection staff, Maple Valley Police, King County, and WSDOT on project impacts to long-term maintenance, operation, and enforcement to ensure seamless transfer of infrastructure responsibilities

Administer project closeout processes and archiving

Ensure that all federal, state, TIB, and City project documentation requirements are met

Prepare for, coordinate, and participate in all federal, state, and City audits

Assist in the training of inspection and administrative staff in construction management

Assist in the defense of claims for damages, claims/lawsuits filed against the City

Coordinate with the City finance department on project budgeting during construction, grant funding administration, and reimbursement

Prepare council meeting agenda packet for project contract amendment and change orders during construction that would require Council approval

Skills and Abilities

Excellent communication, negotiation, project management, and problem-solving skills are required.

Working knowledge of APWA, WSDOT, AASHTO, MUTCD design standards and specifications, the review of engineering documents, and public works construction procedures

Experience in reviewing plans and specifications for road design, stormwater, traffic control, temporary erosion and sediment control, landscaping, irrigation, lighting, and utility conflicts

Knowledge of civil engineering principles, practices, and methods, including but not limited to traffic engineering, storm drainage systems, streets, utilities, clearing and grading, geotechnical, and structural engineering

Knowledge of civil engineering construction standards and inspection methods, and techniques

Knowledge of pertinent Federal, State, and local laws, codes, and regulations related to civil engineering, public works, and environmental mitigation, not limited to but including SEPA and/or NEPA environmental review requirements associated with municipal public works design and construction

Knowledge of King County Surface Water Design Manual and Washington Fish and Wildlife Hydraulic Project Approval (HPA) permits, SEPA, and the Army Corps of Engineers permitting process

Knowledge of general computer applications, transportation and storm-water software, computer-aided drafting and design software CADD, and Geographic Information Systems

Education and Experience

A bachelor’s degree in civil engineering, construction management, or a related degree – OR – an equivalent combination of education and experience will be considered

Washington State registered professional engineer license (PE) preferred

Four (4) years of professional engineering or construction management experience in a municipal or related public works department, or equivalent private sector experience

Special Requirements

Valid Washington State Driver’s License or the ability to obtain one by the start of employment

Must be insurable by the city’s insurance carrier

Ability to pass a criminal background check

Valid CPR/First Aid/AED certification, or ability to obtain within six (6) months of hire

Confined Space Entry Certification within six (6) months of hire

Traffic control supervisor certification within six (6) months of hire

Certified erosion and sediment control lead (CESCL) certification within six (6) months of hire

Position may be required to work occasional evening, night, and weekend hours

All staff positions at the city are required to be available to report to work during off-hours in case of an emergency, and perform duties as assigned

Physical Requirements

This position will work in both an office setting and on construction sites

Office environment-walking, standing, and lifting records, boxes, and objects up to 40 pounds; fine motor skills; auditory, verbal, and visual ability

Outdoors environment-ability to negotiate safely in a traffic environment or the rough terrain of a construction site
