Program Overview RIVA Solutions supports the Department of Health and Human Services (HHS) Program Support Center (PSC) in providing shared services that enhance the efficiency, transparency, and financial accountability of federal programs. This contract directly supports the Financial Management Platform (FMP) modernization initiative – advancing automation, data accuracy, and integration of financial management systems across the enterprise.
Position Overview RIVA Solutions is seeking a Junior to Mid-Level Oracle Developer / Technical Analyst to support development, operations, and maintenance efforts for federal financial management systems within the HHS PSC FMP environment. The ideal candidate will bring strong hands‑on Oracle development experience along with analytical and business-facing skills to translate customer needs into system enhancements and technical solutions.
This is a hands‑on, customer‑facing role ideal for professionals who can communicate effectively with leadership while also delivering technical solutions that drive operational excellence.
Responsibilities
Develop and maintain backend logic using Oracle PL/SQL, including stored procedures, packages, triggers, and batch scripts.
Support and enhance Oracle Forms functionality and perform break/fix activities.
Conduct front‑end and back‑end testing, including UAT coordination and validation of data processing results.
Assist with System Change Requests (SCRs) and maintain supporting documentation.
Collaborate with developers, testers, and operations teams to troubleshoot issues and resolve user support tickets.
Support interface data integration between enterprise financial systems.
Engage with federal customers to understand business requirements and translate them into technical specifications.
Support the biweekly payroll accounting process, ensuring accurate posting and reconciliation of pay‑related transactions.
Perform financial data reconciliations across Treasury and OPM data sources; identify discrepancies and recommend corrective actions.
Assist with A‑123 internal control documentation, testing, and audit response activities.
Develop and maintain process documentation, SOPs, and training materials for users and support teams.
Minimum Qualifications
Bachelor’s degree in Computer Science, Information Systems, Business, Accounting, or a related field (or equivalent experience).
3–6 years of hands‑on Oracle SQL/PLSQL development experience.
Experience with Oracle Forms, TOAD/SQL Developer, and Oracle database environments.
Ability to communicate technical concepts to non‑technical stakeholders.
Experience supporting federal financial or payroll accounting systems (HHS or similar agency preferred).
Familiarity with Agile, ITSM tools (JIRA, ServiceNow), and Unix/Shell scripting.
Strong analytical skills with proven experience in data validation and reconciliation.
Excellent organizational, documentation, and customer interaction skills.
Preferred Qualifications
Knowledge of federal payroll accounting, Treasury/IPAC/FedTax/GWA, or OPM reporting.
Experience working in a federal O&M support environment.
Exposure to DevSecOps or CI/CD pipelines is a plus.
Exposure to JavaScript or full‑stack frameworks is a plus.
Oracle PL/SQL Developer Certifications – highly preferred.
Salary Up to $130,000 depending on experience.
