Overview Comprehensive Healthcare provides innovative behavioral health and integrated healthcare services to clients of all ages, delivering clinically excellent, trauma‑informed, recovery‑oriented services.

Description The Chief Operating Officer (COO) serves as a key member of the executive leadership team, providing strategic and operational leadership over all clinical programs across a five‑county service area. The COO ensures high‑quality behavioral health services align with the organization’s mission, strategic priorities, and regulatory requirements.

Duties May Include

Partner with the CEO and executive leadership team to develop, implement, and operationalize the organization’s strategic plan within all clinical programs.

Translate strategic objectives into actionable operational plans, frameworks, and measurable performance outcomes.

Lead major change and transformational initiatives to enhance quality, efficiency, and client experience.

Exceptional leadership, communication and relationship‑building skills.

Ability to operate strategically while maintaining a focus on day‑to‑day operational excellence.

Oversee all clinical service lines and divisional Vice Presidents to ensure consistent execution of agency standards, quality outcomes, and fiscal performance.

Design and maintain effective operational management systems that ensure coordination, accountability, and continuous improvement.

Monitor performance metrics to assess operational efficiency, program quality, and client outcomes; develop and implement improvement plans as necessary.

Develop, manage, and monitor annual program budgets in collaboration with the Chief Financial Officer.

Ensure financial stewardship by aligning operational resources with strategic priorities and performance goals.

Identify opportunities for cost optimization and revenue growth while maintaining quality of care.

Deep understanding of behavioral health service delivery systems and programs, regulatory environments, and funding mechanisms.

Strong financial acumen and analytical skills.

Lead efforts to identify and pursue new business and service development opportunities, including partnerships and funding initiatives.

Oversee contract acquisition, implementation, and management to ensure compliance, performance, and sustainability.

Ensure all programs comply with applicable federal, state, and local regulations, accreditation standards, and internal policies.

Partner with Compliance and Quality teams to monitor risk exposure and implement corrective action and preventive measures as needed.

Provide leadership, mentorship, and professional development to divisional Vice Presidents, Directors, and Program Managers.

Promote a culture of accountability, collaboration, and innovation aligned with organizational values.

Support workforce planning, recruitment, and retention initiatives in collaboration with Human Resources.

Qualifications

Master’s degree in Social Work, Counseling, Healthcare Administration, Business Administration, or a related field, required.

Leadership experience in a Certified Community Behavioral Health Clinic (CCBHC) preferred.

Minimum of 10 years of progressive executive leadership experience in behavioral health, healthcare, or a related human services field.

Demonstrated success overseeing large, complex clinical operations and leading multidisciplinary teams across multiple locations.

Proven experience in budget management, strategic planning, contract negotiation, and operational process improvement.

Demonstrated ability to drive organizational change and implement systems to improve performance and accountability.

Valid driver’s license and vehicle liability insurance.
