Position Summary The Director of Public Safety and Emergency Management will ensure high-quality, cost-effective services are delivered to support the department’s goals and objectives as well as the region’s strategic plan. The Director will focus on Public Safety and Emergency Management core initiatives and capabilities that include: program management, 24/7 operations and response structure, emergency plans, emergency notification, physical security, education, training and emergency exercises, workplace violence prevention, and other enhanced protection programs.

Key Accountabilities

Ensures a safe and secure environment for patients, colleagues and the community. Provides opportunities for engagement and management during risk assessments, goal setting, improvement priorities, monitoring progress and further evaluation of the effectiveness of the department

Ensures the Public Safety and Emergency Management strategy protects regional assets and simultaneously balances and ensures a consumer driven focus related to patients, support service colleagues, clinicians and physicians. Implement education, training, tools and resources

Provides routine updates, important and timely information to all constituent groups. Establishes and maintains open communication with colleagues, and other department leaders to foster trust, understanding and respect

Develops business cases, seeks approval and funding to address safety and emergency projects focusing on improvements in systems, people strength, processes, and technology. All designed to provide a safe and secure environment in an ever-changing environment

Serves as the leader for protection, preparedness, response and resiliency activities. These activities may include workplace violence, threats, security events, emergencies, or catastrophic disasters

Provides training in partnership with HHC Public Safety Training by delivering training programs that empower our community to be safer and more secure. Training includes but not limited to: CPI, GHO, ALICE, OC, Guard Card Instructor, etc.

Develops and ensures regulatory compliance with all department policies, processes, guidelines and standards in addition to CMS, Joint Commission, CT DPH, among others. Participate and provide updates including compliance data during Environment of Care, Safety and other related committee meetings

Develops and prepares an annual operating budget and ensures department operates within allocated funds. Maintain records and statistics for administrative and regulatory purposes

Ensures colleague engagement and action plans are achieved successfully; establishes performance expectations; coaches, develops and evaluates performance to enable colleagues to be successful in contributing to the achievement of individual and department objectives, and to ensure high quality services are delivered

Develops and maintains internal and external relationships that may include local, state, federal and other public and private partners in law enforcement and emergency management

Qualifications

Bachelor’s degree in public, healthcare or business administration, program management, leadership, criminal justice or criminology, emergency management, risk management, non‑profit management or other related fields is required. Master’s Degree is preferred

Seven plus years of public safety, security and emergency management leadership experience and/or command or executive level leadership in local, state or federal law enforcement is required

Previous or current service in first responder or clinical community including: firefighting, law enforcement, emergency medical services (EMT, Paramedic) is require

ICS 100, 200, NIMS 700 and NIMS 800 certification either at time of hire or ability to obtain post hire

Knowledge of the principles and practice of healthcare, emergency management, safety, security, and public safety

Demonstrated ability to provide leadership, grow engagement, manage multiple and diverse relationships, and influence both internal and external organizations, leaders, and colleagues

Ability to partner with leaders to identify opportunity areas, lead improvement projects and ensure the implementation of standard work is completed across the organization

Able to prioritize work by making informed judgments and to develop solutions for complex problems

Excellent verbal and written communication skills including the ability to prepare and present material, documents and instill confidence in the content that is being provided to Executive Leaders, other leaders and colleagues

Independently analyze, manage change in a fast‑paced environment and solve a variety of difficult situations, problem events, and emergencies

Strong skills in Microsoft Office, general technology and electronic public safety and emergency management tools, resources and equipment

Knowledge of regulatory requirements such as CMS, Joint Commission, OSHA, NFPA, IAHSS, ASIS, among others
