is currently seeking a Water Quality & Compliance Supervisor to join the Public Works Department.
Overview The Water Quality & Compliance Supervisor performs professional level supervisory duties in the Public Works Department. Responsibilities include overseeing water quality, permit compliance, pretreatment, cross‑connection control, and stormwater programs. The position collaborates with city divisions, regulatory agencies, and external partners to ensure compliance with federal, state, and local water regulations.
Responsibilities
Develop and manage the pretreatment, cross‑connection control, and stormwater programs.
Lead the development of codes, SOPs, permit applications, and compliance software for these programs.
Coordinate program reporting, renewal efforts, and critical permits (e.g., AZPDES, Aquifer Protection Permit, Central Arizona Project).
Oversee compliance sampling, testing, quality assurance, and reporting.
Supervise Environmental Technicians and Coordinators, including hiring, training, performance reviews, and mentorship.
Prepare and administer the annual Water Quality Division budget, monitor expenditures, and produce budget recommendations.
Respond to water‑quality related inquiries, conduct field investigations, and provide clear correspondence to executive management.
Serve as a liaison between the city and regulatory agencies; prepare and deliver professional presentations to department, city leadership, and the public.
Assist with implementation and tracking of strategic initiatives related to Public Works and city strategic plans.
Oversee operations of the Avondale Mobile Drinking Water Trailer (Tap Trailer) for city events.
Qualifications
Associate’s degree or higher in Environmental Science, Civil Engineering, Chemistry, Biochemistry, or a related water/wastewater field.
Minimum 5 years of technical experience enforcing or complying with federal, state, and local environmental regulations, including drinking water, wastewater, or stormwater programs.
Minimum 2 years of supervisory experience.
Broad knowledge of the Safe Drinking Water Act, Clean Water Act, and related municipal public‑works activities.
Strong analytical, communication, and leadership skills with a positive, team‑oriented mindset.
Valid Arizona driver’s license.
Required Certifications
ADEQ Grade III Certification in any two of the four ADEQ categories of Water Distribution, Water Treatment, Wastewater Collection, or Wastewater Treatment.
Other certifications such as Stormwater Inspection (NPDES), Cross‑Connection Control Specialist, or Backflow Assembly Tester are preferred.
