Position Overview The Subcontracts Administrator II is responsible for overseeing subcontract management, ensuring compliance, and collaborating with stakeholders to achieve project goals. This full‑time, on‑site role is based in Hazelwood, MO and follows a 4‑day, 10‑hour schedule Monday through Thursday from 6:30 AM to 5:00 PM.

Responsibilities

Prepare and solicit Invitations to Bid (ITB) and Requests for Proposal (RFP) for all services and goods.

Review subcontractor costs and prepare supporting backup documentation for cost proposals submitted to the government.

Prepare and administer subcontracts, including drafting, negotiation, and closeout.

Prepare CPSR‑compliant subcontract documentation in accordance with Public Law, FAR, and DFARS.

Monitor subcontractors by tracking deadlines, assessing performance, and confirming compliance with legal requirements.

Coordinate with departments, colleagues, and subcontractors to preempt issues and resolve issues as necessary.

Assess and determine appropriate terms and conditions, including customer flow‑down provisions.

Enter and maintain subcontractor and bid information in databases and spreadsheets.

Prepare and submit monthly and annual reports.

Maintain subcontract and procurement documentation.

Special projects as assigned.

Work closely with engineers, project and program managers, and contracting personnel to administer subcontracts from solicitation through closeout.

Review and provide editorial comments to subcontractor scopes of work prior to sending scopes to potential bidders.

Evaluate subcontractor proposals.

Ensure timely and accurate submission of Certified Payroll by subcontractors.

Required Skills

4+ years of relevant experience as a Subcontracts Administrator.

Detail‑oriented, with a high degree of accuracy.

Analytical, capable of collecting, organizing, visualizing, and assimilating data.

Effective communicator, with strong interpersonal skills and experience building relationships.

Team mindset, with strong service skills and a collaborative work environment.

Willing to take initiative and work independently with limited direction.

Priority and deadline management, managing tight deadlines to completion.

Proficient in Microsoft Office, especially Excel, Word, and Adobe Professional.

Preferred Skills

Experience with various contract types (FFP, FFPLOE, CPFF, T&M, IDIQ).

Experience with government subcontract file documentation, CPSR requirements, and the federal acquisition proposal process.

Associate’s degree in Accounting, Business, Finance, Law, or related field.

Work Hours 6:30 AM – 5:00 PM Monday–Thursday.
