Job Description The Manager of ARD Compliance provides critical support to special populations, faculty, and school leaders by guiding IEP development, 504 plans, and compliance. The role collaborates closely with school‑based personnel to ensure the delivery of high‑quality, individualized educational programs. By ensuring adherence to IDEA, Texas State Education Law, and Section 504 regulations, the ARD Facilitator supports the mission of KIPP Texas Public Schools, guaranteeing that every student receives the tools and supportive environment necessary to thrive.
General Role Description
Strategy:
Support the strategic vision, ensuring that school and regional teams implement the Special Education Strategic Plan. Develop, monitor, and edit annual goals and quarterly benchmarks for departmental improvement.
Communication:
Assist the Director of ARD Facilitator in providing excellent communication and customer service to special populations teams.
Legal Framework & Compliance:
Possess experience in IDEA, Texas State Education Law, and Section 504 regulations, understanding essential elements of compliance.
Duties and Responsibilities
Compliance and Documentation
Oversee ARD Facilitators to ensure procedural elements are completed accurately and in alignment with legal requirements.
Monitor federal and state compliance timelines, coaching ARD Facilitators to meet mandated windows.
Review and provide actionable feedback on ARD documentation to meet high standards of accuracy and best practice.
Guide completion of required documentation, reports, and supplemental forms such as transportation requests, ESY documentation, and state reporting requirements.
Support data collection, analysis, and documentation for ARD supplements (ESY regression/recoupment, BIPs, specialized programming).
Advise on state‑mandated compliance and operating procedures including state reporting requirements.
Ensure all IEPs and ARD documents meet federal, state, and district standards via ongoing coaching and quality checks.
Participate in ARD meetings, parent conferences, and stakeholder meetings to support compliance and effective facilitation.
Support and Communication
Maintain clear, proactive communication with families and school leaders regarding ARD decisions, IEP expectations, and instructional progress.
Build and sustain professional relationships with families and school leaders to foster trust and collaboration.
Provide coaching to school leaders and special education managers on family engagement, ARD facilitation, and compliance expectations.
Help families and school leaders navigate special populations compliance, ensuring fidelity to policies and procedures.
Data Analysis and Improvement
Analyze regional‑level data (504 and ARD compliance metrics) to identify trends, gaps, and improvement opportunities.
Maintain accurate rosters, referral documentation, and related service data to facilitate communication among assessment teams, ARD Facilitators, and providers.
Use data to set performance goals, guide decision‑making, and support educational and compliance needs of special populations students network‑wide.
Leverage data insights to drive system‑wide improvements and strengthen consistent implementation of high‑quality ARD and 504 practices.
Ensure accurate state reporting related to IDEA funding and compliance performance, providing oversight and verification of submissions.
Stakeholder Engagement
Cultivate trust with teachers, parents, and administrators to support student success.
Maintain productive relationships with internal departments and lead troubleshooting for special populations issues.
Act as the Special Populations team liaison, ensuring effective communication and collaboration.
Professional Development
Support or provide monthly PD, newsletters, and communications for ongoing coaching and guidance to ARD Facilitator cohorts.
Facilitate training on organizational structures, processes, and procedures necessary for effective compliance.
Collaborate with the Director of ARD Facilitation, ARD Facilitators, and school staff to resolve TEA complaints.
Perform all other tasks and duties as assigned by the Senior Director of Special Populations.
Qualifications
Bachelor’s degree required.
Special Education Certification.
Satisfactory outcome background check.
3+ years of experience teaching with a focus on special education services.
Knowledge of 504 and the 13 eligibility categories under IDEA.
