Under the general direction of the Director, Operations, the Operations Manager is responsible for the day-to-day management and coordination of property operations and development projects to ensure that the assigned property operates effectively and efficiently while meeting the needs of internal and external customers. They ensure site security, property management of off-reservation properties, and maintain strict confidentiality in accordance with legal and regulatory requirements. The role collaborates, initiates, and supports opportunities with other functions, championing the Tribe’s goals and priorities in a manner that faithfully reflects and upholds its vision, mission, and values.

Essential Duties And Responsibilities

Oversee the integration of project or property teams, coordinating internal departments and stakeholders to ensure utilities, land, roads, buildings, parks, and infrastructure align with user needs and annual plans. Manage daily construction activities, including major renovations and ground-up commercial construction projects.

Ensure that all department purchase orders, invoices, and receipts are tracked and processed timely; apply all check requests to the correct budgetary line items; maintain control of department assets, including vehicles, furniture, fixtures, tools, and equipment, ensuring proper repair and maintenance.

Plan, manage, and oversee maintenance and improvements of land, roads, utilities, parks, and buildings, including HVAC, electrical, plumbing, phone/data systems, building equipment, and system modifications, to minimize disruptions and ensure operational integrity.

Assist Enterprise Departments with the coordination of events, corporate gatherings, meetings, and presentations.

Identify, implement, and manage fire fuel mitigation, erosion control, and flood prevention practices across assigned properties and offsite mitigation areas; collaborate with internal Enterprise departments (SM Fire, Department of Public Works, and Environmental and Cultural Department); perform additional environmental response tasks and assignments that support mitigation efforts and public health emergency responses.

Facilitate collaboration between the enterprise and State, Federal, County, City, Tribal, and non-profit agencies to support real estate functions such as easement requests and permitting processes.

Identify and review new potential acquisitions of property for improved access and daily functions of the existing asset.

Perform other duties as assigned to support the efficient operation of the department.

Education, Experience And Qualifications

Bachelor’s degree in business administration or related field required.

Minimum eight (8) years of experience in a multifaceted operational role, preferably in property and infrastructure operations with interagency collaboration across tribal, city, state, and federal entities.

Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

Physical Requirements / Working Conditions – Environment

Primary work environment is in a climate-controlled office setting.

Work requires travel to attend meetings, trade shows, and conferences.

Incumbents may be required to work evening, weekend, and holiday shifts.

Must be able to work in a fast-paced, high-demand environment.

Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

Sedentary work: involves sitting most of the time, constantly operating a computer and other office productivity machinery.

Physical activities that apply to the essential functions of the position include balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

Hearing sufficient to hear conversational levels in person, via videoconference, and over the telephone.

Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference, and over the telephone.

Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle during travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

The employee may be exposed to fumes or airborne particles including secondhand smoke.
