The incumbent will manage and preside over complex and technical adversarial cases pending before the RCA involving multiple public utility industries including telecommunications, electric utilities, water and wastewater utilities, refuse, gas distribution and utility pipelines. These cases involve difficult public policy issues which frequently lack clear precedent and have a significant impact on the Alaskan economy. Jurisdiction includes certificates, rates, services, practices, consumer complaints, rules, and regulations in accordance with AS 42.05. Participate in the defense of RCA orders on appeal with the Superior or Supreme Court under the direction of the Chairman and the RCA’s Assistant Attorney General. Responsibilities
• Preside over hearings and manage complex technical cases before the RCA in multiple public utility domains. • Address issues related to certificates, rates, services, practices, and regulations; respond to consumer complaints and oversee rule development in accordance with governing statutes. • Participate in the defense of RCA orders on appeal in higher courts as required. Minimum Qualifications
Admitted to practice law in Alaska or eligible for admission by reciprocity; AND Two years of legal or quasi-judicial experience. Special Notes
A successful candidate eligible for admission to the Alaska Bar Association by reciprocity must seek admission on motion prior to appointment. Some positions may require being admitted to practice law for at least two years prior to appointment due to statutory compliance. Positions with this requirement must be stated in the recruitment bulletin. Some positions in this job class are in the Partially Exempt Service under AS 39.25.120(c)(18) or other applicable statute(s). Additional Required Information
