Job Description OTJ is looking for a Payroll Manager to oversee all aspects of payroll processing to ensure team members are paid accurately, timely, and in compliance with federal, state, and local regulations.

Responsibilities

Manage end-to-end payroll processing for semi-monthly and bi-weekly pay cycles in a multi-state environment ensuring accurate and timely processing of payroll and payments to approximately 250 team members.

Manage payroll preparation, processing, and reconciliation across all compensation types, including base pay, bonuses, overtime, supplemental earnings, and additional compensation elements.

Manage weekly timesheet workflows, monitoring submissions, proactively following up with team members, and coordinating efforts to ensure on-time posting.

Monitor payroll implications of workforce changes such as promotions, separations, and internal transfers to execute timely updates to compensation records and process changes in payroll accurately.

Manage payroll-related reporting within Deltek, generating, validating, and processing reports to support the payroll process.

Investigate and resolve any payroll discrepancies, address team member inquiries, and manage escalated issues to ensure timely resolution and uphold team member satisfaction.

Coordinate with HR, Finance and other teams/departments to support business needs, implement best practices, and enhance team member experience.

Ensure compliance with federal, state, and local payroll laws and tax regulations.

Oversee all aspects of payroll tax compliance, including reconciliation of tax liabilities, review of quarterly and annual filings prepared by Paycor, and coordination with external agencies to guarantee accuracy in filings and alignment with regulatory requirements and deadlines.

Manage workers’ compensation filings and audits with states requiring monopolistic workers’ comp system (i.e. Ohio)

Manage the setting up of new state and local payroll tax, unemployment, and all required accounts to ensure compliance when team members are hired in new states and jurisdictions, as well as manage the continuous maintenance and compliance of current accounts.

Proactively track and interpret changes in payroll laws, tax regulations, and industry standards, integrating updates into processes to ensure compliance and foster continuous improvement.

Drive payroll and compliance excellence by assessing existing processes, developing standard operating procedures (SOPs), and implementing automation solutions and system improvements to achieve greater accuracy and operational efficiency.

Oversee the preparation and execution of payroll audits, collaborating with internal teams and external auditors to validate compliance and operational integrity.

Manage payroll systems, software, and technology platforms to support payroll processing and reporting. Evaluate and implement enhancements to payroll systems to improve efficiency, accuracy, and data integrity.

Manage payroll reporting functions and oversee the preparation, analysis, and distribution of payroll-related reports by generating, reconciling, and validating reports on wages, earnings, deductions, benefits, and tax liabilities to support compliance and business decision-making.

Assist with the completion and submission of government required reports, surveys, and requested information (e.g. Annual census forms, EEO-1 reports, OSHA, ACA, etc.).

Assist with monthly benefits invoice reconciliation.

Maintain and update the payroll calendar yearly and ensure that payroll related items in the company’s intranet site (jot) are always updated.

Performs all other duties as assigned.

Qualifications

Certification/Education: Bachelor’s degree in accounting, human resources, business administration, or a relevant field.

5+ years of hands‑on experience managing payroll operations, including end‑to‑end processing and compliance, ensuring accurate processing and regulatory compliance across multiple states for approximately 250 team members in close to 30 states.

CPP (Certified Payroll Professional) Certification preferred

Experience with Deltek Vantagepoint or similar system preferred

Proficiency with Paycor or similar HRIS/payroll systems

Understanding of FLSA, exempt vs. non-exempt classifications

Knowledge of wage garnishments, child support, levies

Knowledge of benefits and deductions (401k, HSA, FSA, insurance premiums)

Understanding of year‑end processes (W‑2, 1099, ACA if applicable)

Proficiency with Microsoft Excel and Word

High attention to detail with a continuous process improvement mindset

Practices extreme confidentiality and customer service while demonstrating strong leadership capabilities, initiative, and professionalism.

Showcases ability to multitask and prioritize tasks while exercising collaboration and critical thinking skills.

Architecture, Engineering, Design, Construction industry experience preferred.
