About The Department The Public Works Department provides outstanding customer service and is responsible for the design, construction, maintenance, and operations of public facilities and infrastructure. This includes responding to service requests, coordinating efforts with local, regional, state, and federal agencies, and working with the community. Public Works manages over 30% of the city’s total budget, including three enterprise funds and seven designated funds, and runs the citywide capital improvement program. The five divisions—Engineering, Utilities, Administration, Operations and Transportation—commit to delivering the highest quality service to the community.

The Position When assigned to Utilities, the Senior Civil Engineer performs professional engineering duties and project management in support of the City’s utilities engineering projects in Water, Sewer, and Storm Water infrastructure. Responsibilities include capital improvements and development review. The engineer prepares and reviews plans and specifications, oversees contract administration, evaluates engineering designs, calculates estimates, ensures work quality and adherence to standards, and responds to inquiries regarding capital and development projects.

When assigned to Development Services, the Senior Civil Engineer supports the City’s Grading Program by reviewing and approving grading permits for significant residential and commercial development and redevelopment projects. Duties include plan checks, meetings with developers and engineers to ensure permit requirements, review of Water Quality Management Plans, H&R reports, processing private development projects, tracking entitlement documents, issuing permits, and performing related duties as required.

Key Responsibilities

Plan, assign, review, and participate in the design and preparation of construction plans, site investigations, cost estimates, specifications, and reports for capital improvement projects.

Investigate and evaluate proposed systems and construction sites; serve as project manager for public works and water infrastructure projects; define scope of work; review design proposals; oversee contractors and consultants; review progress payments.

Prepare engineering feasibility studies and cost estimates; recommend tests for soil and geological conditions; coordinate with department employees and external agencies and contractors for plan and estimate preparation.

Review manufacturer specifications; prepare construction contract specifications; analyze bids; recommend award; interpret specifications and drawings for field personnel; manage design changes; prepare progress reports; represent department at City meetings; supervise assigned technical staff.

Education and Experience

Education:

Bachelor’s degree in civil or environmental engineering from an accredited college or university.

Experience:

Four (4) years of related experience.

License and Certification:

Valid California Class C driver’s license; registration as a Professional Engineer (PE) in California or in another state with the ability to obtain California registration within 12 months of employment.

Special Conditions:

Employees required to drive a city or personal vehicle must participate in the DMV Employer Pull Notice program. All Huntington Beach city employees must perform assigned disaster service worker duties per Government Code Section 3100.
