Senior Environmental Engineer (Environmental Engineer 3 / Environmental Engineer 2 - Underfill)
Location: Portland, Oregon
Pay Range: $7,064 – $10,860 (State of Oregon range may vary based on skills and experience)

About DEQ The Oregon Department of Environmental Quality (DEQ) is the primary regulatory agency responsible for protecting and enhancing the state's natural resources. The Air Quality Program, where this role is based, is charged with protecting air resources through program planning, industrial source control, motor‑vehicle inspections, and the enforcement of federal and state air quality regulations. What You Will Do • Draft Title V and other complex air‑quality permits for industrial, commercial, and municipal sources. • Analyze facility operations and applicable regulations to determine emission, monitoring, and testing requirements for ongoing and new operations. • Evaluate control technologies, discharge rates, and impacts for new or modified sources, serving as a technical resource for internal and external partners. • Conduct on‑site compliance inspections, handle complaints, provide explanations, assistance, and recommend enforcement options.

Minimum Qualifications Environmental Engineer 3 • 7 years of engineering experience, OR 4 years of engineering experience and a bachelor’s degree in an engineering discipline such as environmental, chemical, civil, or mechanical. • 2 years of experience in an environmental protection/control program. • Valid Professional Engineer (PE) license in Oregon.
Environmental Engineer 2 – Underfill • 5 years of engineering experience, OR 2 years of engineering experience and a bachelor's degree in an engineering discipline such as environmental, chemical, civil, or mechanical. • 1 year of experience in an environmental protection/control program. • Must attain a PE license within 3 years of hire to retain this appointment.
Desired Attributes
Understanding of environmental justice and the historical impacts on marginalized communities.
Excellent verbal and written communication skills.
Extensive experience with air emission sources, pollution control devices, source permitting, and compliance inspection methods.
Expertise with NESHAP, NSPS, NSR/BSD, BACT, MACT, and Title V industrial sources.
Advanced environmental, science, or engineering education.
Experience drafting and reviewing permit conditions and evaluating permit applications.
Experience conducting site investigations and creating enforcement documents.
Relationship‑building, conflict resolution, negotiation, and collaboration skills.
Strong data analysis and mathematical skills.
Project management experience with concurrent complex projects.
Working Conditions • Hybrid work possible; logistics to be determined with hiring manager. • Regular travel for meetings, trainings, conferences, and site visits, including possible evenings, weekends, and overnight stays. • Exposure to inclement weather, pollutants, chemicals, and challenging field conditions during site visits.
