Data Scientist (Risk Chain Management) – Washington, DC

Serco is a prime contractor for the US Navy’s submarine programs, including the Columbia and Virginia classes, providing data‑science solutions for risk management.
This position is contingent upon your ability to obtain, maintain, or transfer an active DoD Secret security clearance.
This is a hybrid opportunity in the National Capital Region, Washington, DC.
Seniority level: Mid‑Senior level.

Responsibilities
Develop and implement data science solutions to analyze large and complex datasets related to supply chain networks.
Apply statistical methods, machine learning, and predictive modeling to identify patterns, anomalies, and potential risks.
Write clean, efficient, and well‑documented code in Python leveraging data science libraries (e.g., pandas, NumPy, scikit‑learn, PyTorch, TensorFlow).
Query, manipulate, and analyze structured and unstructured data from databases (SQL, NoSQL, Hive, etc.).
Support data ingestion, processing, and visualization workflows to deliver actionable insights to government stakeholders.
Collaborate with a cross‑functional team of analysts, data engineers, front‑end developers, and subject‑matter experts to deliver mission‑critical solutions.
Present findings through reports, dashboards, and briefings to both technical and non‑technical audiences.
Report progress and metrics to the Data Director and other senior stakeholders.
Provide program, analytical, and acquisition management support to senior‑level MIB executives as required.
Demonstrate strong problem‑solving skills and the ability to communicate technical insights clearly.
Work with the MIB team, which is spread across the United States focused on workforce development, supply chain, and technology development.
Assist in drafting information papers in response to Congressional inquiries.
Provide input to reports to Congress regarding MIB spend goals and associated return on investment.
Travel as required to carry out the duties above.
Qualifications
Active DoD Secret security clearance or ability to obtain it.
Bachelor’s degree in Data Science, Computer Science, Statistics, Engineering, or related field plus 5 years of hands‑on experience in data science, analytics, or applied machine learning.
OR Master’s degree and 3 years of experience.
1 year of experience in AI/ML is required.
Strong proficiency in Python and core data science libraries (pandas, NumPy, scikit‑learn, PyTorch, TensorFlow).
Experience querying, manipulating, and analyzing structured and unstructured data from databases (SQL/NoSQL).
Experience developing and implementing data science solutions for large, complex datasets.
Demonstrated experience presenting findings through reports, dashboards, and briefings.
Strong problem‑solving skills and clear communication.
Background or coursework in Supply Chain Management, Logistics, or Risk Analysis is preferred.
Experience with big data tools (Hadoop, Spark, Hive) is preferred.
Familiarity with government contracting or defense projects is preferred.
Experience with Cloudera Data Science Workbench (CDSW) is preferred.
Industrial Base / Supply Chain / Workforce knowledge is preferred.
Experience with maritime industrial base is a plus.
Outstanding communication skills, both written and oral.
Customer‑oriented team player, self‑motivated, able to work independently and remotely.
Able to travel 10% of the time.
