Director of Construction & Infrastructure
Our client, a Washington, DC/Baltimore area based, nationally ranked, affordable housing focused investment/management group, is conducting a search for a strong project management leader to oversee all critical capital expenditure/infrastructure work across the operating portfolio.
With an operating portfolio composed of over 150 communities in 19 states, this organization needs a hands‑on project manager who can assess, plan, and manage critical infrastructure activities (e.g., utility system upgrades, waterline/stormwater replacements, complicated paving/grading improvements, etc.) to continue providing safe, modernized communities for the residents.
With very strong, stable capital partners and having recently raised a new fund, the company continues to grow its footprint and create these types of leadership roles.
Position Overview
The Director of Construction & Infrastructure oversees all site and major infrastructure projects within the company's national manufactured housing community portfolio. This leadership role is responsible for planning, managing, and troubleshooting critical infrastructure activities—including private utility systems, waterlines, drainage, and site rehabilitation—to ensure timely, cost‑effective, and high‑quality improvements that enhance community portfolio value.
Key Responsibilities
Planning & Pre‑Construction
Partner with Acquisition, Asset Management, and Operations teams to assess infrastructure conditions for existing communities and provide technical feasibility input for new acquisition/investment activities.
Review and provide input on civil/environmental engineering designs, grading plans, and utility layouts for constructability and cost efficiency.
Develop and maintain multi‑year CapEx plans/budgets for infrastructure improvements and repairs, prioritizing projects based on risk, ROI, and community impact.
Support permitting, entitlement, and utility coordination and function as the company liaison with local jurisdictions and service providers.
Identify and lead a thorough pre‑qualification, bidding, and contract negotiation process to ensure the best contractors are selected.
Infrastructure Upgrade & Rehabilitation
Direct and manage all infrastructure improvement and repair activities across multiple projects and states—including utility upgrades, waterline/drainage repairs, stormwater management, and site rehabilitation.
Oversee general contractors to ensure quality, safety, and schedule compliance.
Conduct regular site inspections and progress meetings; maintain accurate project documentation, daily reports, and photo logs.
Track project costs, schedules, and change orders to ensure adherence to approved budgets and timelines.
Coordinate with Operations teams to minimize disruption to existing residents during rehab/expansion projects.
Coordination & Communication
Serve as the primary liaison between the company, contractors, engineers, and local authorities for all infrastructure activities.
Provide clear and concise oral and written communication of project status, risks, and milestones to company senior leadership.
Safety & Compliance
Ensure contractors comply with OSHA and company safety requirements.
Collaborate with Operations to monitor stormwater, erosion control, and environmental compliance on all active sites.
Key Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.
Minimum 7+ years of experience managing site development and/or civil infrastructure projects.
Proven experience in residential community infrastructure projects; exposure to manufactured housing is desirable.
Prior experience managing complicated site utility, grading, and waterline replacement/upgrades; strong technical understanding of horizontal construction techniques.
Hands‑on ability to interpret civil drawings, survey data, and technical specifications.
Hands‑on, field‑oriented mindset with a commitment to safety, quality, and cost efficiency.
Exceptional project management skills, having successfully managed budgeting, scheduling, and contractor oversight on multiple projects across diverse markets/geographies.
Excellent time‑management/organizational skills with the ability to interact and communicate with many different audiences within and outside the company.
