Department Overview

The University of California's Office of Federal Governmental Relations (UC FGR) is located at the UC Washington Center in Washington, DC. UC FGR advocates for the university in federal policy and fiscal priorities, working with Congress, federal agencies, and national organizations.

Position Summary

Under the direction of the Associate Vice President for Federal Governmental Relations, the Director of Tax, Immigration and Innovation is responsible for lobbying, analysis and political strategy in areas including tax, immigration, labor, economic development, intellectual property, technology transfer, capital assets, and contractor management. The position is hybrid and located in Washington, DC.

Responsibilities

50% Advocacy:

Serve as a primary federal lobbyist, engage with congressional committees, executive branch officials and federal agencies, provide updates to UC FGR and campus stakeholders, develop policy positions, and implement legislative strategies.

40% Outreach and Engagement:

Act as a liaison with federal partners, track federal regulations, draft comment letters, notify university personnel of proposed regulation impacts, and organize UC briefings and programming for the portfolio's issues.

5% State Government Relations Coordination:

Coordinate with the UC Office of State Government Relations on policy issues in California that intersect with the portfolio.

5% Communications:

Develop communications tools such as talking points and fact sheets to support federal advocacy goals.

Required Qualifications

At least 10 years of increasingly responsible experience in government relations, public policy, or advocacy, or an equivalent combination of education and experience.

Advanced understanding of federal legislative and regulatory processes and experience working with federal agencies or congressional offices.

Proven ability to design and implement strategic plans, programming, and events.

Strong analytical, strategic thinking, and communication skills with the ability to present information effectively to target constituencies.

Demonstrated collaborative work with diverse stakeholder groups.

Ability to work effectively under pressure and prioritize multiple assignments in a dynamic environment with strict deadlines.

Sound political judgment, anticipating concerns, and addressing issues to protect institutional priorities.

Preferred Qualifications

Familiarity with public higher education and its current issues and opportunities.

Familiarity with the University of California system and its structure, history, and achievements.

Advanced project management skills, including planning and implementing successful events.

A professional degree, law degree or graduate degree in government or public policy is highly desirable.

Education

Bachelor's degree in a related field or equivalent experience/training.

Salary and Benefits Job Title: Federal Government Relations Prof 5 Job Code: 000269 Salary Grade: 28 Salary Range: $185,000 - $204,700, commensurate with experience
