Purpose The Mishkon IDD Programs at the Jewish Board provide supports and services in a healthy and safe environment for individuals with intellectual/developmental disabilities living in residential programs and in community settings. Position Overview The Residence Manager is responsible for the effective operation of the assigned Individualized Residential Alternatives (IRA) home(s) or Intermediate Care Facility (ICF) unit(s) serving adults with intellectual and developmental disabilities. Reporting to the Director of Residential Services, the Residence Manager oversees day‑to‑day operations and direct care provided to individuals in line with applicable DOH, OPWDD, CARF and Jewish Board regulations and standards of care. They directly supervise Direct Service Professionals (DSPs), create and maintain schedules, ensure consistent and appropriate program coverage, and provide on‑call and crisis support.

Key Essential Functions

Direct supervision of home/unit DSPs, including consistent, scheduled and documented formal individual supervision. Conduct regular performance evaluations and provide timely supervisory feedback.

Conduct weekly home/unit DSP meetings and ensure staff on all shifts have access to meeting minutes, rotating meeting times to allow all shifts to participate.

Participate in recruiting, hiring, performance management and termination per regulations and agency guidelines.

Provide ongoing training to direct support professionals and ensure that DSPs have completed required trainings in a timely manner.

Coach, mentor and train staff toward excellence in service delivery and professional growth using supervision meetings, team meetings, modeling, and time spent with staff on units.

Maintain weekly schedule and ensure appropriate program coverage, vacation approvals and staff time and attendance, including scheduling overtime and per diem staff.

Conduct at least one early morning and one late evening site observation weekly, in addition to routine daily observations; conduct at least one overnight and one weekend site observation monthly.

Conduct a daily review of MyAvatar (HER system) to ensure timely completion of all required documentation and monitor compliance.

May be necessary to participate up to two days per week as part of the staff ratio for coverage and support.

Escalate risks and challenges up to program leadership in a timely manner.

Person‑Centered Care, Health & Daily Operations

Ensure the health and safety of both the individuals we support and our staff by implementing and enforcing all internal policies and procedures.

Collaborate with QIDAs (ICF), BIS (IRAs) and the Recreational Coordinator to develop and publish a community inclusion and integration calendar. Oversee daily activities, excursions and trips, ensuring compliance with Sabbath programming and religious customs.

Assist with, and if necessary, drive individuals to medical appointments and community engagements.

Use the medical tracker to manage and monitor healthcare appointments. Review, schedule and update appointment details and notes. Complete appointment information in the HER systems.

Ensure proper use, maintenance and availability of individual adaptive equipment and physical site safety.

Collaborate with interdisciplinary teams (e.g., behavior specialists, nurses, day program staff) to support individuals’ well‑being and assist with managing behavioral health challenges.

Promote individual’s choice and preferences, building on their abilities and skills in a person‑centered philosophy.

Monitor staff logs and shift summaries to ensure quality, consistency and compliance.

Enter and review treatment plans, individual notes, daily logs in the computer and Electronic Health Record HER systems.

Compliance, Audits & Incident Management

Ensure compliance with OPWDD, OSHA, CARF, DOH, Medicaid and other regulatory requirements.

Coordinate and observe monthly fire drills.

Perform and assist with internal audits, including site observations, physical inspections and daily checks.

Report and submit work orders for necessary repairs.

Participate in scheduled and unscheduled state audits to ensure residences meet DOH, OPWDD and CARF requirements.

Oversee timely incident reporting and internal documentation, implement recommendations from the collection and ensure accurate entry into the Alltrac system.

Follow compliance guidelines and support the POCA (Plan of Corrective Action) process.

Collaborate with the ICF department team to implement recommendations.

Administrative & Operational Oversight

Develop and publish bi‑weekly staff schedules and submit a copy to the Program Coordinator and the Director of Residential Services.

Oversee billing, recruitment paperwork, e‑PAF, RTHs, petty cash and maintain personal allowance accounts.

Maintain regular communication with families and guardians.

Attend monthly managerial and IDT meetings.

On‑Call & Emergency Response

Provide on‑call coverage during after‑hours, weekends and holidays, unless exempted with written approval for accommodation or religious reasons.

Respond to emergency calls within 20 minutes and provide guidance or coverage as needed.

Cover staff shortages or absences to maintain minimum required staffing ratios.

Cover for other managers/residences as required.

Other Duties

Must work at least one weekend day per month.

Perform additional responsibilities as assigned to support the program’s mission, operations and ensure high‑quality care.

Educational / Training Required

High School Diploma or GED required; Associate’s degree in human services or a related field preferred.

Experience Required / Language Preference

Minimum of 3 years working with individuals with intellectual and developmental disabilities (IDD).

At least 2 years of supervisory experience in a residential or human services setting.

Familiarity with OPWDD and DOH regulations and policies strongly preferred.

A valid NYS Driver’s License preferred.

SCIP‑R, CPR or AMAP trained and certified preferred.

Computer Skills Required

Microsoft Office (Word, PowerPoint, Excel, Outlook); comfortable and proficient using audio‑video platforms (e.g., Zoom, Teams), Electronic Health Record (HER) applications.

Work Environment / Physical Effort

The position involves lifting clients using a mechanical device, positioning of clients, pushing clients in wheelchairs and transferring clients physically where prescribed.
