Essential Functions

Provides legal advice and counsel to the agency’s central office management and professional staff.

Provides advice and counsel to staff of the Division of Licensing regarding licensing rules, statutes, and procedures.

Reviews and analyzes proposed legislation.

Provides legal advice and counsel to program staff concerning adoptions, guardianship, permanency goals, and other initiatives.

Represents the Department in administrative hearings and licensing appeals involving adverse decisions regarding DCFS licenses.

Reviews drafts and coordinates the finalization of Department Intergovernmental Agreements and Memoranda of Understanding.

Performs other duties reasonably within the scope of the enumerated duties.

Minimum Qualifications

Valid license to practice law in Illinois.

Three years of progressively responsible administrative experience in the practice of law.

Preferred Qualifications

One year of experience providing legal counsel regarding legislation, administrative rules, and procedures to a governmental entity.

Three years of professional experience as an attorney conducting legal analysis and research.

One year of professional experience addressing licensing/regulatory violations and enforcement matters.

One year of professional experience presenting and arguing legal cases in court or administrative hearings.

Three years of professional experience working in collaboration with various internal and external entities.

Conditions of Employment

Requires ability to pass a background check.

Requires ability to travel, valid driver’s license.

Subject to revolving door restrictions under 5 ILCS 430/5‑45.

Requires filing a Statement of Economic Interest per Illinois Governmental Ethics Act.

Other employment conditions related to job duties.
