Under the direction and supervision of the Crew Leader and/or Supervisor, Streets & Drainage, this position performs skilled labor tasks involving grounds maintenance. This position is responsible for maintenance and improvements to the roadway and drainage systems of the City. This position may be required to work evening and weekend hours. May be required to work unscheduled overtime.
Operates and performs preventative maintenance, maintenance, and limited repairs of all heavy and light machinery or equipment in the City fleet.
Performs the duties and responsibilities of an equipment operator and service worker.
Performs additional duties to include, but are not limited to, road and drainage work, earth work, excavations, utility location and relocation, utility repair work, chemical spraying, mowing, and such other work as may be assigned.
Performs other related job duties as assigned.
Education and Experience
High school diploma or equivalent; five (5) years of experience as an equipment operator, to include the understanding of underground utilities and the storm water drainage system; or an equivalent combination of education and experience. Experience in the maintenance of roadsides and road ways, and mechanically inclined and previous experience the knowledge and ability to operate heavy equipment for the daily operations of Public Works preferred.
Special Qualifications
Valid State of Florida Class A Commercial Driver’s License (CDL) with tanker endorsement and acceptable driving record at the time of hire. Applicants who do not currently possess a Class A CDL must acquire a learner’s permit within six (6) months of hire and obtain a Class A CDL license within one (1) year, as a condition of continued employment.
Knowledge, Skills, and Abilities
Knowledge of City policies and procedures.
Knowledge and ability to operate a dump truck, backhoe, and grade-all and possess the necessary class Commercial Driver’s License (CDL).
Skill in effective communication both verbally and in writing.
Ability to understand and interpret complex written and oral instructions.
Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public.
Ability to read and interpret utility construction drawings, and prior experience in the installation of underground utilities.
Ability to operate heavy equipment.
Ability to use light machinery, power tools, and hand tools.
Ability to traverse all types of terrain.
Ability to read construction drawings.
Ability to demonstrate a conscientious attitude toward equipment and safety mandatory.
The work is very heavy work, which requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:
Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands and feet.
Crouching: Bending the body downward and forward by bending leg and spine.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Reaching: Extending hand(s) and arm(s) in any direction.
Work is typically performed in an environment with heavy equipment and machinery where the employee is exposed to bodily harm to self, co-workers, and/or others.
