Contract Compliance Specialist

Transdev Services, Inc. seeks a motivated individual to join the team at our San Francisco Paratransit Office as a Contract Compliance Specialist.
Position Overview This position reports to the Director of Operations and is responsible for monitoring all aspects of the performance of the SFMTA Paratransit contracted van and taxi operators, including the San Francisco Paratransit Debit Card program (taxi). The candidate must work dependably with integrity and achieve a high level of work product output with little, and at times, no direct supervision. While monitoring is generally split between taxi and van operations, occasionally this position will back up the other monitoring position and thus will be cross‑trained.
Service is provided in accordance with the requirements of the Americans with Disabilities Act of 1990 (ADA) as amended.
Key Responsibilities Typical work tasks include service quality monitoring using information from SF Paratransit’s scheduling/trip and debit card transaction databases, van and taxi inspections, and submission of various reports on service quality. The candidate must be capable of inspecting service provider facilities, records, vehicles and “audit” training programs, including those on passenger assistance, disability awareness, sensitivity, substance abuse, and may conduct follow‑up on specific complaints, especially serious or recurring ones. Additionally, the candidate must develop and file a variety of reports—field observation reports, general field/office activity summary reports, transaction and trip audit reports, and special reports as directed—using data from multiple databases. The role requires coordination of federal, state, local, and contractual requirements such as FTA drug/alcohol testing standards, NTD reporting, SFMTA annual reporting, City and County of San Francisco taxi‑cab ordinances, and the SFMTA’s minimum taxi requirements.
Other Duties
Attend regularly scheduled service provider, transit agency advisory committee or subcommittee meetings, and/or public meetings as needed, including driver training sessions and training for supervisors and other personnel.
Attend and prepare minutes for at least one public meeting quarterly, disseminating meeting announcements and recording minutes.
Give regular public presentations on the rules and procedures of SF Paratransit programs, in both instructional and community outreach settings, and make written presentations when needed.
Coordinate, organize, and maintain communication related to programs such as Group Van and Stair Assist.
Support and work with Transit Planner on projects relating to van services.
Perform general office work including data entry, filing, assisting in call center operations when needed, and other duties as assigned.
Skills / Knowledge / Abilities
Understanding of training requirements for all classes of paratransit drivers, including taxi driver training and Passenger Assistance Training (PAT/PASS). PASS training and certification will be provided.
Basic knowledge of vehicle preventive maintenance programs.
Ability to operate a motor vehicle safely and responsibly; possess a California driver’s license (C or B) with a driving record having no more than two moving violations in the last five years; no DUI’s allowed.
Excellent communication skills, spoken and written, and capability to interact with diverse groups sensitively.
Sound judgment, critical thinking, and ability to investigate complex issues.
High level of sensitivity, demonstrating empathy without being overly sympathetic or uncaring.
Advanced computer skills, proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
Excellent follow‑up skills.
Ability to read and comprehend federal, state, local laws, and contract provisions.
Some knowledge of municipal/public transportation concepts such as ADA Paratransit and relevant federal, state, local laws.
Second‑language proficiency preferred.
Experience / Educational Requirements
High school diploma or GED required.
Four‑year college degree or at least 2 years of college education preferred.
Minimum two years of general work experience required.
At least three years of progressively increasing responsibility in a fast‑paced operations environment preferred.
Some experience working with the elderly/disabled populations desired.
Experience with transit scheduling software such as Trapeze PASS is a plus; quick learning of such tools required.
Good command of English, both speaking and writing.
Work Environment Approximately 95% of the work is performed in a professional office environment that is clean, well‑lit, and compliant with the ADA’s Architectural Standards. Minimal lifting (no more than 25 lb) is required. The remaining 5% of work may be performed off‑site but never in unsafe or hazardous surroundings. The office is environmentally friendly; smoking and artificial scents are prohibited.
Work Schedule The position is full‑time, mostly Monday‑Friday, 8 AM to 5 PM, but the candidate must be flexible and able to work non‑traditional business days and hours, including early mornings, evenings, nights, weekends, and some holidays.
