Overview The Oracle HCM Program Manager in the Office of the Chief Information Officer (OCIO) leads the successful implementation of Oracle HCM Cloud. This role shapes and drives the implementation lifecycle while aligning with business objectives, stakeholder requirements, and enterprise architecture.
Responsibilities
Lead the end-to-end implementation of Oracle HCM Cloud, including planning, execution, testing, and deployment.
Develop and maintain program charters, implementation roadmaps, and success metrics aligned with HR and enterprise goals.
Coordinate with Oracle implementation partners, internal IT teams, and HR stakeholders to ensure timely and effective delivery.
Manage interdependencies across HCM modules such as Core HR, Payroll, Talent Management, and Benefits.
Oversee data migration, system integration, and configuration activities in collaboration with technical teams.
Establish governance structures to support decision‑making, issue resolution, and change control throughout the program.
Ensure compliance with security, privacy, and regulatory requirements during implementation.
Track and report on program performance including scope, schedule, budget, and business value realization.
Facilitate executive steering committee meetings, stakeholder updates, and readiness assessments.
Partner with change management and training teams to drive user adoption and organizational readiness.
Serve as a subject‑matter expert and advisor on Oracle HCM Cloud capabilities and best practices.
Qualifications
Bachelor’s degree in Business, Information Technology, Engineering, or a related field (or equivalent experience).
10+ years of progressive program and project management experience delivering enterprise‑wide initiatives.
3–5 years of experience directly managing large‑scale programs in a complex, matrixed environment.
PMP and/or PgMP certification preferred; familiarity with Agile, Waterfall, and hybrid methodologies.
Experience managing both technical and business‑oriented initiatives.
Familiarity with program financials, resource planning, and vendor management.
Knowledge
Deep expertise in program and project lifecycle management, including WBS, critical path planning, risk mitigation, and scope control.
Strong understanding of enterprise technology environments, IT service delivery models, and digital transformation strategies.
Proven ability to coordinate across multiple projects with competing timelines and priorities.
Advanced knowledge of tools such as Asana, Smartsheet, Jira, or MS Project.
Excellent stakeholder engagement and communication skills, with the ability to translate complex topics for executive audiences.
Strong leadership and influence capabilities; able to drive outcomes without direct authority.
Experience with organizational change management and business process transformation.
