CDOC Journeyman Plumber Lieutenant (Denver)
Position: Journeyman Plumber Lieutenant CSLTS II. Open only to Colorado state residents. The role is located at the CDOC Denver Correctional Complex and involves ensuring the safety and security of staff, inmates, and the public, maintaining the facility’s plumbing systems, and supervising staff and inmate crews. The position upholds CDOC’s Mission, Vision, and Values with a high level of integrity and commitment.
Safety and Security The lieutenant maintains safety and security of the facility and work sites through clear communication, training, and enforcement of procedures. They conduct work‑site searches, monitor inmate behavior, perform verbal reprimands or restraints as needed, escort inmates, ensure inmate counts and transportation, and respond to emergencies such as fights, fires, and escapes. The lieutenant documents and reports incidents in accordance with agency policy and regulatory requirements.
Supervision / Work Lead The lieutenant supervises assigned staff and inmate workers, setting performance standards that reflect CDOC’s mission and values. They train and instruct staff and inmates on the proper use of tools, equipment, and procedures, emphasize safe construction practices and proper use of PPE, and model professional, ethical conduct.
Staff Supervision / Work Lead Participation in hiring interviews, performance planning, evaluations, and resolution of informal grievances. Assigns tasks, monitors progress, provides required training and coaching for staff and inmates to advance career growth.
Inmate Supervision Ensures inmate workers receive training in building and grounds maintenance—including tool use, blueprint reading, trade skills, project planning, and inspection—while monitoring progress and completion. Maintains inmate schedules, calculates hours and pay, resolves grievances, and provides meaningful work opportunities to assist reentry.
Operations The lieutenant ensures safe, sanitary installation and reliable operation of all plumbing, HVAC, refrigeration, and central plant services. They supervise new construction, repairs, predictive and corrective maintenance, and general maintenance operations. They review plans, research code requirements, design layouts, schedule tasks, coordinate with other units, monitor work, and inspect final products while maintaining accurate records of projects, parts, and equipment.
Inventory & Budget The lieutenant justifies and requests operating budget based on known and predicted needs, tracks inventory and expenses, maintains records of maintenance and service manuals, anticipates replacement of tools and equipment, and implements theft‑prevention processes. The position may be subject to additional hours, shift work, weekends, holidays, and close proximity to industrial equipment or inclement weather as required by the facility.
Minimum Qualifications
License:
Active Journeyman Plumber license issued by the Colorado Department of Regulatory Agencies (DORA). Attach a copy of the license to your application.
Experience:
Minimum five (5) years of employment experience in preventive, predictive, and corrective plumbing maintenance in residential and/or commercial settings. Applicants may combine three (3) years of plumbing experience with building maintenance experience to meet the requirement. Building maintenance includes hands‑on skills in carpentry, plumbing, HVAC, and welding. Formal apprenticeship or degree programs that demonstrate equivalent competencies may substitute for experience on a year‑for‑year basis.
